general kelly is a man of character and integrity and i believe that he will be well received by dhs. david: without asking for details, as you think about turning over the position to him, what do you want to make sure he understands? jeh johnson: the first observation and recommendation that i have said publicly, i think it is important for the next leadership team to continue our efforts to reform the way that the department of homeland security does business. management reform. we work to stovepiped as an agency. -- were too stovepiped, as an agency. we have done a lot to centralize the decision-making, when it comes to budgets and acquisitions. hiring, we created joint task forces. border security, all the resources are coordinated by one task force. the same in the southeast. it is modeled after a combat and command structure. congress endorsed this and codified it. we put cement over that and it will stay there. we have joint requirement councils and i am pleased that we have turned the corner on the morale of the department. the morale went up 3%. it does not sound like much.
