dhs in expanding its data collection capabilities. the fy' 16 report reflects that 98.53% of inscope nonimmigrant visitors departed the united states on time and abided by the terms of their admission. while that is an impressive level of compliance, our data indicates that 1.47% of nonimmigrant visitors overstay their period of admission. that means a total of 739,478 individuals who are expected to depart the united states in fy 2016 did not do so. while the number overstay numbers declined, these numbers are significant concern for secretary kelly and the department. as is reflected in the work performed by our indicator general. dhs is collaborating with the state department, with the doj and odni to improve screening and vetting standards and procedures so that we can better determine when nonimmigrants intend to fraudulently overstay the terms of their visas which is a task assigned to us by the president's executive order of march 6th. secretary kelly is also committed to increasing the number of i.c.e. agents to undertake enfo

is it dhs? is it both? should the rnc or the dnc be attacked going forward for example, whose responsibility is that? >> under the current framework the department of homeland security has overall responsibility for the provision of capability and capacity within the federal government in support of the private sector. broadly. cyber command, in its defined mission of if directed, as i said, to support the defense of critical infrastructure we would partner with dhs to do that. we would do that, cyber command, by attempting to interdakota that opportunity before it ever reached that network. frankly we wouldn't focus on blue or friendly space, we would be out in gray space. >> it's years before it gets here. >> simple policically, once it gets here dhs created a framework. cyber command has capabilities in the form of cyber connection teams that we would also deploy in partnership with dhs to support within those 16 critical infrastructure areas. again it's one of things that i mentioned earlier that i want

so policies that do not explicitly limit communication with dhs about an individual's citizenship or immigration status and do not forbid the maintenance of such information are not violations. moreover, section 1373 does not mandate that jurisdictions comply with immigration detainers. it does not prohibit policies or laws that restrict compliance with didn'ters. and it does not require state or local enforcement to collect information on immigration status. and it doesn't prevent jurisdictions from limiting the collection of that information. so many would argue that these policies that i've described are not in violation of federal law. finally, what i want to talk about is that we've heard concerns that these jurisdictions that limit their cooperation with i.c.e. are basically allowing criminals to run free. they're failing to deal with threats to public safety and national security. however there is certainly evidence that the opposite is true. of course there is plenty of evidence that immigrants are less likely to commit crimes than native born americans. and many cities with

and dhs. operations should target gangs and others. -- even in sanctuary cities, these jurisdictions may honor detainers from the federal government in circumstances. in many cases, these jurisdictions will honor detainers if the individual has been convicted of a crime rather than just charged with a crime. or they will honor the detainer of the individual has been charged with or convicted of a felony as opposed to a misdemeanor. one thing that we have heard often recently is that sanctuary cities are not in compliance with federal law. again, we will hear more about this from the other expert lawyers on the panel. specifically, some people do claim that the sanctuary policies violate -- this is a federal statute that prohibits state and local governments from enacting laws of policies that limit communication about information regarding the immigration or citizenship status of individuals. so pursuant to section 1373 station localities may not prohibit or restrict sending or receiving or re
