the mission state of dhs is clear and correct. dhs faces a complex and evolving threat environment. they must work across the federal government in concert with state, local, tribal, territorial, and private sector partners. i have over 24 years of law enforcement and intelligence experience. if confirmed, i will drive intelligence and operational analysis and identify vulinabilities and mitigate threats. ina has one of the broadest customer bases. if confirmed, i intent to focus on areas like trade, travel, cyber, borders, marine, and aviation security. their greatest strength is its people. if confirmed, it will be my honor to lead the professionals at ina as we endeavor to implement secretary kelly's vision, integrating intelligence and operations and making ina diverse, mission focused and productive environment for the workforce. in closing, i would like to take a moment to recognize the important role congress plays in the success of ina. i pledge to enable the committee to fulfill that role by keeping you fully informed. i'll stop there and submit the remainder of my comments

let's be clear, dhs, ina requires a strong leader. the organization's mission is to find engineers to evolve and mature, hence the creation of dhs over a decade ago. i remain concerned about the level of sharing with law enforcement.the large contracted workforce, and the whole fusion center concept. i have a fusion center in virginia. conceptually it makes sense and i'm not certain it's been implemented in the right way and i be thankful for your fresh fresh set of eyes to look at this. his job is never been easy and it's not going to be easy going forward. if you are confirmed i will expect your full cooperation with this committee. i need an investigation into russia's cyber attacks and interference into our presidential election and concerns about future meddling with our election and voting systems. i've asked dhs to share with this committee even if we cannot reveal it publicly names of 21 states that the department testified last week against russian hackers. i've written to and spoken with secretary kelly about this matter and

dhs has not altered any of these prior assessments. having characterized the threat as we observed it, i will stop there to let my colleague talk more about how dhs is working with election systems. >> thank you for the opportunity to serve on this committee. i'm here to discuss the department's mission to reduce threats to the nation's critical, cyber and physical infrastructure. our nam nation's infrastructure is under constant attack. in 2016 we saw cyber operations directed against u.s. infrastructure and political entities. as awareness of this group, dhs and the partners provided actionable information in capabilities to help election officials identify and fit. [inaudible] it led to potential malicious activity, potentially targeted by russian cyber actors in multiple states. when we became aware of detected activity, we worked with the affected entity to understand if a successful intrusion had occurred. many of these represent vulnerability scanning activity, not successful intrusion. this activity and partnership with these p

, dhs central. we work very closely, particularly with large-scale events, national security events. and frankly, and i say this to my partners all the time, in the 32 plus years i have been in law enforcement i have never seen better coordination between all entities, particularly our closest partners, secret service, fbi, dhs. we get tremendous support. information sharing is as good as i have ever seen. intelligence sharing, both classified and unclassified. information. i applaud the efforts of our partners in reaching out to us with information. we have a very active threat assessment and investigations division. i would say that we are equal partners with all of them. i am very pleased with our ability to work closely, communicate with, and share information with our partners. mr. larkin: i agree with that. i will highlight two recent incidents. one is the shooting a couple weeks ago where the chief and i got on the scene very quickly and interacted with the other leadership from the departmen

michael mccall of texas and homeland security secretary john kelly discuss the threats confronting dhs. it took place at a capitol hill national security forum. this is 35 minutes. >> well, good morning and welcome to the first capitol hill national security forum. today's panels and discussions will bring together policy makers affiliated with both parties to reestablish the importance of bipartisan thinking in washington when it comes to national security and foreign policy. as all of you know, the united states is constantly under threat from adversaries abroad. a desperate dictator in north korea continues to defy the international community by firing off ballistic missiles and brutalizing civilians including americans, and now possibly preparing another provocative nuclear test. a bloody civil war rages in syria, having already taken the lives of almost half a million people and displacing millions more. china is militarizing islands and threatening its neighbors and russia. in russia, it is fomenting instability through cyberattacks and military incursions. a tie ran cal regime i

we are working to enhance our day-to-day communication with dhs. we ask for input regarding the safety of the release for the uac and for their community. we notify them 24 hours after the minor's release. we also review the ways we communicate with dhs to strengthen decision-making on release of uac. when we release them from our care we now alert sponsors to the potential danger of gang recruitment activity so they can help the uac avoid it. the safety initiative will be a top priority for us that in the coming year we hope to refine our screening tools to identify criminal involvement or intent, to further develop our partnerships with juvenile justice entities and put into place gang prevention and educational programs in our facilities. the policies now address the policies with gang involvement. in addition, senior leadership reviews them at staff secure security and i make the final release decision. another important step in the safety of release is to improve the assessment of sponsors. they have made a number of improvements in this area.

it's not just dhs people walking around the country. it's engaging with communities so communities understand how they are under threat and what sort of partnerships they have to engage with. it is helping them understand what ideologue radicalization is occurring online and also building those relationships -- i'm looking over at senator harris, because so many of these companies are in the valley. building those relationships between government and ngo's and technology communities because there are things that the u.s. government cannot say as matter of constitutional law and doesn't have any credibility anyway. the dhs can play a key role in building those partnerships. last but not least, dhs along with the fbi have to be -- remain at the center of the sharing of information and not just sharing information, but sharing investigative leads with state and local law enforcement. so we never have a situation where boston where something falls below the threshold for the fbi but the boston or cambridge police department might decide to

i would highlight george salime at dhs. there are good people doing good work but we have not resourced the programs and done so in a strategic way. let me give you a small example of this inadequacy and i'll compare it to a drug problem. the 2016 federal drug demand reduction program received $15 billion, 1.abillion of that was for prevention activities. the cv elements of dhss office of community partnerships has all of $10 million in 2016 grant funding. if we think this is a serious problem, we need a serious solution. right now we do not have that. we have to be careful not to alienate the very same communities in which we rely. there of course part of the problem and it must ab dressed and consistent with the first amendment address. at the same time, we must not, i can't stress this enough, con flat a violent ideology with mainstream muslim believes. to do so is factually wrong and counter productive and feed directly into extremist narrative of us versus them. and it directly undercuts the most forceful message we vf

we connected dhs researchers with our experts, provided indicators of compromise and analysis to dhs, and received the same back. during the outbreak, dhs held twice daily calls with private sector to coordinate operational activities. from our perspective, this was one of the most successful public-private collaborations that we've been involved in. our analysis of wannacry revealed that some of the tools and infrastructure it used have strong links to a group referred to as lazerreth by the fbi connected with north korea. it was linked to the destructive attacks against sony pictures in 2014, and also the theft of approximately $81 million from the bangladesh central bank last year. the links we saw between wannacry and lasseth include similar code obfuscation techniques. we believe it is highly likely that the lasserreth group was behind the spread of wannacry. beyond wannacry, the threat landscape continues to evolve quickly. we're seeing attacks become more sophisticated, not just in technology but in the social engineering approaches that these attacks use. we're also seeing mor
