we have talked about this for years at fema and dhs. i hope you are all aware of ready.gov which can provide provide excellent guidance for those who cannot raise her hand -- raise your hands on those questions. two, we need to think a step ahead. we need our citizens to be financially prepared for a disaster. it means having an emergency cash fund, so you can buy things you need after a disaster or to prepare for after a disaster. you need insurance. there is no more valuable disaster recovery tool than insurance. we need to dramatically increase coverage to close what i will call is the insurance gap. what is the insurance gap? the difference between what is currently insured and what is insurable. the gap is huge. when i talk about an insurance gap and a need for insurance, i am talking about the national flood insurance program. everyone should have flood insurance, not just those in a 100-year-old floodplain. many homes in harvey were well out of the floodplain. many of them lacked insurance. it is not just flood insurance. it is a

some of our acronyms that dhs are not so well done. ice's primaryand platform to investigate opioid smuggling locally. they leverage more than 1000 federal-state-local law enforcement officials and leverages over 100 law enforcement agencies. cbp also has officers at hundreds of points of entry and they not only check of billions of dollars of cargo, they are particularly focused recently on fentanyl. cbp seizures of fentanyl after significantly increased over the last three years. we had about two pounds in 2015, we had about 1485 pounds in 2017. how this drug in extraordinarily small quantities is lethal. 1485 pounds is substantial. it is an epidemic. so, that is a substantial amount, that is an epidemic. so, to confront explosion, they have expanded the use of canines and we are happy to report that all cbp canines working that now -- working in international mail now have the ability to detect drugs and fentanyl. while we do not see yet a significant amount of the opioids being trafficked by sea, the u.s. coast guard interdictions

president took office last year he issued a series of executive orders and directives that empower dhs for the first time in almost a decade to fully enforce our border security immigration law. at that time we saw a drop in unlawful border crossings. 44% down in the first few months after his inauguration. this trump affect as many of you have referred to it and we have

in the report, dhs is faulted for not designated election systems until january 6, 2017. why did you wait until two months after the presidential election to do that >> first, i think it's unfortunate that the committee's report was basically republican only. there was not a bipartisan consensus and for the committee that oversees our intelligence committee that's unfortunate. i think trey would agree with that. i designated it would be critical structure on jan 6, 2017 as i was leaving office. i had raised the idea with state officials in august, 2016, there was a lot of misapprehension about what that would meaning they thought it would mean the federal take over binding operationals directives and i told them it was not. it was something that was voluntary in nature that the states seek our assistance but the priority was to bring our horses to water and encourage the states to come in and seek our assistance so we put the issue of critical infrastructure aside, which was becoming a hot button issue and in the end, we did get 36 states to come and seek dhs's cyber secu

you may or may not, you may or may not know, dhs is law enforcement agency. have 60,000 in cbp alone but with multiple agents throughout the department that play a role in this. leveraging the investigative and intelligence efforts. we also do interdiction operations with our international partners and with that a great success on that front, particularly with our friends and close partners in mexico. we continue to look for new partners because as you know this dreaded drug, fentanyl, continues as the attorney general mention, to come in packages of all sorts and sizes and didn't get in the hands of people who otherwise use in the drug flow. we look at this two ways, within our borders and then we look at stopping across our borders. to prevent entry we do work with doj in state state and our law enforcement counterparts in mexico, south and central america and china as well to prevent the flow. but also most importantly to share the information. the sharing of information has two main purposes. what is to hopefully stop the drugs before they come into our c

as the subcommittee's holding the hearing on the budget request for two dhs components, i.c.e. and cbp for a couple of reasons. first, it's practical. given the late start for the fiscal '19 budget hearing cycle we're operating on a compressed schedule in order to meet this committee's objective of completing the homeland security probation bill in july. second, having i.c.e. and cbp to testify together, how they operate jointly and how those operations confirm the budget requests. the fiscal year of 2019 budget request for cbp is $14.2 billion. an increase of $218 million above the amount provided in fiscal year 2018. this includes $1.6 billion for new fiscal barriers. there are legitimate questions about the request that requires answers. for example, spending is proposed for various types of barriers that are unclear where they will be located or if they can be executed in fiscal year 2019. likewise, we need to understand how this budget request supports security. fiscal year 2018 budget request fy is 8.8 billion in discretionary spending. the largest share increase supports

dhs approved all of this. they had a school website. they had a seal.president, and they even had school administrators who picked up the phone. it turns out this was a sting school operated by dhs to catch people who are trafficking in fraudulent student visas but he thought it was real. so he goes to basic training, he is told that he is alleged to have committed fraud by enlisting. he finishes training, but he spend about seven months waiting, so he graduates from basic training and then i.c.e. takes him into custody in 2016, hours before veterans day when he is an honorably discharged veteran. so now he's in deportation proceedings in seattle, waiting to hear about his case. >> and you know, we don't have time to get into whether the school itself is entrapment but to a lot of folks watching and listening, it would sound like it was entrapment. but we do know that general mattis has talked before about protecting immigrants in the military. is there a disconnect between general mattis and the white house? >> well, it might be a disconnect between se
