very different dhs engagement in 2018. i know you're staying engaged and ask how best engagement for election security and knowing every federal agency looks to you to help them with cybersecurity for that entity, how is that going? >> this is something i've been working on multiple times a week in my six weeks as acting. it's also an area high confidence in the leadership of our team. they have great strategy to capitalize on successes and momentum for the 2020 election, protect 2020 recalling it. i want to get to all jurisdictions in the country. not just all 50 states but all jurisdictions and make sure that the right systems in place, that if they want scanning or penetration testing we can giveo that in advance and help them prepare. the relationships and communication is robust. we built a lot of trust and our partnership with state and local so i feel very good about the election security strategy. in terms of the energy agency and the federal network side, we do have good by then on our protections at edge of the g

well >> each of the departments and agencies, like dhs has their own task force and strategy. in the counter-terrorism world there is a national strategy, and each agency has a supporting strategy. is there a national strategy focused on election security integrity, or is it just the individual agencies working? together >> you know, that is a good question. in july, we had the opportunity as a team, the dni, the fbi director, myself and chris, to go over the house and senate. several people showed up to that briefing. i think what emerged from that dialog is that we do have a coherent strategy. everyone knows their roles, and there is plenty of information sharing. and essay and cyber command articulated a clear strategy on detecting, and ideally deterring cyber attempts to impacts our elections. the fbi talked extensively about the foreign influence expert, the dhs will support the states and locals on building that resilience, as well as supporting the fbi and resilience -- instead of trying to counter every potential element of foreign disinformation, it is about having vo

i will say the outliers going to be dhs. the department of homeland security -- one is the office of intelligence and analysis. the difference between ina and the other intelligence community elements is they have a very comprehensive statutory regime that outlines what information they can collect. the definition of terrorism, it is different than title 18. to -- itok specifically says ina can collect information to support national and departmental missions. it is not limited to foreign intelligence. if you move to title vi of the u.s. code, their mission is to collect information related to threats of homeland security and terrorism. this is where the definition of terrorism is different. istitle vi, terrorism defined as politically motivated violence, similar to title 18. but there is no distinction when it comes to where the acts of violence take place. there is no distinction in terms of jurisdiction. 2002omeland acts from looked at terrorism through a lens -- it is especially agnostic in terms of what the threat is or

we just heard from the acting dhs secretary on the situation at the border.introduce new legislation to combat asylum, fraud and protect migrant children for human trafficking. joining us is senator from tennessee marsha blackburn who sits on the armed services judiciary and veterans affairs committee. thanks for joining us this morning. what can you tell us? you heard from kevin mc howinin. tell us about what you are pushing for? >> what we are doing is requiring dna tests for individuals who come to the border with a child and do not have documentation to show that that is their child. we have had a problem with this child recycling program or rent a child program and this is aimed at making those children safe and what we have learned from kevin and the border patrol is sometimes if they ask someone to take a dna test they will say this is not my child. this will give us that confirmation that they are related and have that relationship with the child and can move forward with their asylum process. the test takes 90 minutes. they get the results and then,
