this administration -- the dhs -- gutted the dhs budget.department have the resources it needs to prevent white supremacists from escalating hateful rhetoric into violence? increasedd we have the number of funding to our grant program for targeted terrorism come out targeted violence and terrorism prevention. we have a number of individuals dedicated to this mission. from dhs's perspective, we do not investigate these. what we do is training information sharing, and outreach to make sure they have the resources they need to respond to this. the department is doing that in a fulsome way. we have a great program going out. we have increased the number of staff in that office. strategyplementing our to address all forms of violence extremism. >> that is good to hear. can you tell us about the amount of dollars you have spent sending federal law enforcement agents to portland that could have otherwise gone to combating violent extremism across our country? >> i do not have the specific dollar figure of assets being deployed to portland. we depl

dhs defends its decision saying this was done for clarity and to protect insensitive intelligence from unauthorized disclosures. that was the odni defending its decision there. what's your reaction to this? >> ana, thanks for having me. i cannot imagine any more important reason for congress to have public hearings involving the intelligence community. the way i view this threat, three buckets. one, the direct threat to our election infrastructure, hacking into our election infrastructure to change votes. two, stealing communications from campaigns and weaponizing them. we saw that in 2016. and then, three, fake news, extremist views that are being pushed out apparently by foreign actors. if you believe the odni reports from july 24 and august 7, which are quite detailed, they found a way to declassify all of that, foreign actors are up to all three. this amounts to an information op campaign directed at the american people during this election season that is ongoing, and so i cannot imagine a more important reason for congress to demand public hearings on this topic. if congress doesn

they say when the last senate confirmed person who was dhs secretary, kristen nielsen, resigned, there was an order of designation, an order of succession of who would fill these jobs if they became vacant. then she was succeeded by an acting secretary kevin maclainen who changed the orbit der of succession, but gao says kevin himself shouldn't have been in that position, so he had no authority to change the order of succession. that's why gao says they don't have, under the law, the vacancies reform act and the homeland security act that created homeland security, they provide for who takes these jobs if there is a vacancy and they say these two officials don't meet the needs of those statutes. now, the gao's conclusion isn't a legal one, doesn't have the force of law, it has the authority it look into these things when asked by congress, but gao says it referred its findings to the inspector general of the department of homeland security. but there has been litigation involving acts taken by these officials and i -- i think it is fair to assume that people who are claiming they had n

how risky is it for the country when you hear that this president isn't being briefed on threats that dhs officials believe he should be? >> trump's trademark is gross negligence and that's why this allegation is totally credible. the two presidents that i worked for never cross-checked threat strains with campaign needs before paying attention to intelligence. this president takes the opposite approach. he has consistently prioritized political pet projects over threats that could actually harm americans. just look at his approach to border security or even more recently antifa. he pays attention to those threats because he thinks they fit his political narrative. in addition to his myopic focus on what's politically expedient, president trump has systematically ignored threats that he finds inconvenient or uncomfortable. we've seen that play out with election security, russian bounties or even the threat posed by white supremacists. operationally speaking, that means that actual threats are going unaddressed and underresourced. the president is knowingly leaving americans in harm's way

dhs, the elections assistance mission and state election officials came together to jointly take on a series of actions to improve the security of our elections infrastructure. the formation was one of these actions. in addition to the cybersecurity activities at state and local election officials undertake on their own, the technical protections deployed across the elections infrastructure as improved since 20. i will highlight three of these technologies, a layered cyber defense approach through congressional appropriations. first is the deployment of the -- monitoring sensors in every election organization at a total of 270 monitoring devices. programion and response with the deployment of cyber centers for individual systems with intellectual -- within the election infrastructure. called malicious -- blocking the prevent elections office computers from collecting to known malicious sites. in the area of cyber awareness and [inaudible] what they should do to assess if there cyber awareness organization readiness. educationsored cyber events, education materials and asates from the
