let's go to diana magnay. we are still watching the proceedings, diana.he judge had been giving mile markers over the past hour or so that prison was likely. are you there, diana? >> reporter: five years imprisonment is what the judge handed down on the count of culpable homicide. on the secondary firearms charge. she didn't think that was appropriate for an actual prison term. she has given him wholly suspended based on five years. the two sentences will run concurrently. it is important to note the five years in prison are wholly up to the correctional services department to see on good behavior further down in the sentence that he serving whether they will let him out earlier. a jail time sentence for oscar pistorius. not as long as the prosecution was looking for. the pit bull said he wanted a 30-year jail term. the defense team were arguing for house arrest. this is the summary in such a long period that the whole of south africa and the world has been watching. the question now is whether the prosecutor will be satisfied with this verdict or will de

diana magnay is standing by live outside the courtroom. so diana, what can we expect in the coming hours and the coming days? >> reporter: john, this sentencing process may be slightly longer than normal. we will have the defense and the prosecution bringing witnesses to the stand to discuss how long a sentence they feel that he should serve. and i wanted to bring in here kelly phelps, our legal analyst, who's been watching every twist and turn of this case as it's unfolded. the sentence will really depend on what the judge's assessment of the degree of negligence that pistorius was supposed to have shown is, right? >> to a large extent, yes. unlike in the trial portion of this and the verdict portion, where even the least degree of negligence is sufficient for conviction of culpable homicide, when it comes to sentencing we look directly at degrees of negligence. the more negligent the conduct, the more culpable the offender, the heavier the sentence is likely to be. >> because this is what it depends on, doesn't it? a lot of people in the

diana olick joins us from washington, that is the key question here, diana, most people have refinanced already when rates hit bottom a year or so ago. how many people may actually benefit from this latest drop? >> well, tyler, you're right. it will be a pretty small pool. but you have to look at this as a rate to rate proposition. i have a 4.75 fix, does that mean i should jump in and refinance? you have to think about what you can get other than that rate change, perhaps you have to do cash out. why? a lot of people were unable to do that cash out re-fi, maybe now they can. also, people who got their mortgage in the past couple of years they were required to get mortgage insurance, you may be able to refinance into a new loan where you don't have to pay the mortgage insurance. so maybe your rate will not be that much different but you will get the savings insurance. >> diana, how about home buyers, do you think the rates will get people to feel much better about buying a home? >> really, that depends on how long the rates stay low. this is not a knee jerk reaction for a home buyer, re

joining us live from the courthouse in pretoria, cnn's diana magnay. diana, oscar pistorius now in a holding cell. >> reporter: that's right. maybe not yet. the pictures we have, this car has reeva steenkamp's parents. they just got in as you can see. huge attention from the media. i don't know whether they ga gave any comment. i don't think they did to see if this was a satisfactory sentence. five years in prison for oscar pistorius. it is certainly not the ten years that the prosecutor was asking for, but nor is it three years correctional supervision that the defense team were asking for. a sentence that many people felt was far too light. there was such powerful things said by the judge in that sentencing. she said we must be sure that society does not feel there is one set of rules for the poor and vulnerable in society and another set of rules for the rich and famous. this is something i heard over and over again when i talked to people in south africa about what sentence they want to see for oscar pistorius. so many people say just because he is

diana olick has more from washington, so diana, efficient let's look at the path. did the lower rates really boost home buying over the past six years? what have you seen? >> well, not home buying so much, what they really did was help millions of borrowers refinance. we saw the rates go to 6% in 2008, to as low as 3.5% a year and a half ago, that again helped people refinance, but it didn't push as many home buyers as expected. what we did see was other stimulus from the government, being the first-time buyer tax credit. that really boosted the home buyers in 2009 and 2010. were there any negatives to all of this? what was the down side to these super low rates? were there any adverse effects that impacted housing? >> well, for one thing, a lot of investors were seeking yield. because they couldn't buy it in the government they went into yield rate. they bought all the distressed properties and helped to put a floor on home prices. the problem was investors had all cash and bought so many properties, competed for these properties and pushed home prices up much hig
