diana magnay is live in moscow with that part of the story. diana, what is russia saying? >> reporter: russia is telling the ukrainian authorities that they should not use force against their own people and telling the west that it's up to them to avoid civil war in ukraine. russia says this has nothing to do with us, it's got a lot to do with you. stop interfering in ukrainian affairs. and russia's position has always been we would like the ukrainian people to be able to get together to form a national dialogue and to be able to discuss ways out of this situation and to form a new constitution, which in russia's view, should provide them with a more federalized state, whereby each region would have far greater autonomy from kiev. they argue that kiev is illegitimate, that the government there is run by nationalists and neo-nazis and fascists who do not represent the legitimate needs and interests of people in the south and east of ukraine. the west says that that is cat gorkalicallicalle categoricallye and it is russians orchestrating these incidents in nine cities of the

so let's go to our diana magnay who joins us with details on this meeting that we've been telling you about where the u.n. security council met and russia, diana was very much outnumbered, wasn't it? >> reporter: yes, russia was the one who called for this meeting after the ukrainian president announce thad he would bring in the military if they did not lay down their weapons. as richard roth was saying there was no outcome on either side. we've seen russia being accused of orchestrating affairs and russia accusing the west of doing the same. so diplomatically, we don't seem to be getting anywhere. there is another meeting in geneva on thursday scheduled, but certainly lavrov and the russian ambassador to the u.n. both said that those talks could be derailed if force was used by the ukrainian authorities against the people in the southeast. so diplomatically, that is the situation, an impasse on the ground now. we wait to see whether the ukrainian authorities make good on that threat to send in the army. so far, and the deadline passed about an hour ago. nothing seems to have happened

. >> our diana magnay is live in moscow this morning. hello to you, diana. i know that our elise labott did get word that sanctions from the white house may come as soon as today. you know, up until now, these sanctions haven't been directly against putin. do we have any sense of what these may be, if they do come down? >> reporter: not specifically, but they will certainly ratchet up the tension here in russia, or the problems for russia, but russia doesn't seem to care about sanctions. it knows that they're teed up and it knows that they're about to happen. and yesterday we see russia ramping up military drills along the border with ukraine in response to this anti-terror operation that the ukrainian government has relaunched. so, frankly -- and president obama admitted that on his asia tour. he knows that however much he threatens sanctions, they're probably not going to change the situation on the ground. russia constantly repeats this position, that it's not its problem, the southeast of ukraine, that it's not up to it to exert its influence, that kiev

. >> diana magnay live in moscow with the latest on this conflict in ukraine. diana, any reaction yet to the president's words from the kremlin? >> reporter: well, no. today, vladimir putin's attention is really focused on his own domestic audience. he has just in the last 12 minutes started his annual q&a session with the people of russia, where you can call in, and apparently, already in the last week, 2 million russians have called in to present their questions to vladimir putin, and the first question that was put to him is what do you think of the events unraveling now or going on right now in donetsk, in eastern ukraine. he said that the use of force there was a very serious crime and that today's negotiations in geneva, where you have the eu, u.s., ukraine and russia all sitting down at the table, all discussing a possible peaceful solution to this situation are extremely important. so, this is a very important moment for vladimir putin. apparently, we heard from the moderators just before this talk began that it wasn't really -- the bulk of the questions
