joining us now to talk about this, dianne swank, chief economist and a adviser to the federal reservert tell us about the state of the economic recovery? what are the big take aways? >> well, the big take away is not only are we seeing jobs recoup, which we need to do as you pointed out, we're seeing them in the areas most needed. that in public education and in the leisure and hospitality sector. those two sectors were really hammered by the crisis as we moved to on school -- on line schooling instead of in person schooling. and we're starting to ramp up for in person schooling in august and september. also those leisure and hospitality jobs, those are jobs we see people laid off in the month of august. sort of some of the peak in the tourism system starts to come off and they're still out there. the the other important thing in the jobs number, of course, is the move up in wages, particularly for low wage workers. this is really given low wage workers a moment in the sun as comet has sort reopened to $20 trillion economy all at once. and as is happening, we've been able to give thos

now you're talking about dianne feinstein and the significance of her seat is vulnerable and what itean in this period if there were republican governor. >> the governor has the power to appoint a replacement for dianne feinstein if anything were to happen to her. if she were to retire or if anything else happened to her. you know, she is elderly. so that is a real possibility that he would appoint someone who does not represent the values of california or californns, and would tip the balance of the senate. it would make it impossible for president biden to push through the policy goals that he has put forth in terms of infrastructure, in terms of helping communities across the united statein ways the republicans oppose. there are real implications. even though it would be a year and a half in office, they would probably be voted up in the next election, they could do significant harm. larry elder says he plans to use his veto power to cut funding to all of these programs that he opposes, including health care for our undocumented seniors -- which has allowed them to stay alive. man

be all the appointments, specifically the big concern has been, let's say something happens with dianne feinstein, or she steps down. i assumed the democrats could change that law quickly, and they would if newsom is out. there's a lot of different control over the state regulatory body, appointments that newsom and any governor has. having a super majority in both houses of the legislature limits that. california also has positions. these are limiting factors for any governor. plus, the fact that he or she would be in office for a year, a little more than a year at most. kristen: then they would have to be in the general election. the governor's supporters are telling voters to say no to the first question and then leave the second one blank. why are they advocating that? >> i think they don't want to confuse people. just vote no is basically the question. last time, there was a candidate who ran, lieutenant governor buster montaigne, and his campaign slogan was, no on recall. they would rather have the simple line. your time. we appreciate your information and knowledge. >> thanks a l

dianne gallagher joins me. how do they respond to this?they are touting victory that they did state out of the state for 26 days and killed that elections bill that had voting restrictions in it. house bill 3, at least for the first special session. they also talk about the fact that they feel they've moved the needle in washington, d.c. for federal voting rights protections. but, look, the reality is that in about an hour, the house is going to attempt to gavel in for the final day of this special session, they're not going to achieve a quorum and the question is whether they're going to get one at all for this second special session that begins tomorrow. now i'm talking to republicans here in austin and they say they're pretty confident that at some point in this session, they're going to achieve that. saying they've been talking to some of their democratic counter points in washington, d.c. and that they feel that they will eventually return. now, today the democrats struck a confident and unified tone saying that they are together in t

national correspondent dianne gallagher joins us from austin. are democrats returning for the newest special session? >> reporter: from looks of the texas house floor right now, phil, there's not going to be enough of them. they should be gaveling in any moment. they need two-thirds of members present for quorum to be reached. that means 51 members cannot be absent. democrats used that to their advantage not once but twice this year killing an election bill that had voting restrictions in it during regular session in final hours of regular session and again for almost a full duration of the first special session by going to washington, d.c. and meeting with lawmakers there in attempt to have them push the federal voting rights protections over the finish line. texas lawmakers said look, democrats are in the minority, they can only keep this up so long before it is inevitable. some kind of legislation that includes voting restrictions will pass. at this point it doesn't appear there are enough for quorum today. i have spoken with texas republican
