reporter: if the california high-speed rail project ever gets off the ground it can thank senator dianne feinstein. she wrote a letter to governor brown dated january 9 that said, i'm writing to express my strong support for your plan to move the california high-speed rail authority into a transportation agency under your administration's direction. last week the governor proposed to create a transportation agency repeating his commitment to the project. but assemblywoman diane harkey is trying to stop that project in its tracks. today, the dana point republican proposed assembly bill 1455, which halts state funding for it. she coined it the lemon law. >> increasingly, voters believed they bought lemons. only 52% voted for high-speed rail in 2008. >> reporter: in her letter feinstein encouraged the governor to act swiftly to address the high-speed rail project's problems, "which i feel will put more than $3.5 billion in federal funding at risk if not addressed." but harkey says that federal money must be matched. by state money totaling up to $4 billion. that's a lot of money. >> there is no real
