i'm especially proud that dick lugar, sam nunn, vartan, gregorian, and david hamburg, who are all in my opinion great, great americans. i also want to acknowledge the extraordinary actions of the team that implemented the nunn-lugar program. i see two of them here today. gloria duffy and susan cook. there maybe others here but i see those two at least. and i know the leader of the team ash carter is off on a victory tour around the world now as he ends his tour as the secretary of defense. i just want to make a few very brief comments about to me a very troublesome problems about the deterioration of releases between the united states and russia today. when the cold war ended we had a brief shining moment. a brief shining moment was impossible to conceive that the united states and russia could become not only friends but possibly even allies. some of us believed that was going to be possible and worked to try to make it happen. we started in that direction. i remember the first time i invited the russian defense minister to a nato defense ministers meeting and just to make sure he go

i was thinking about how one of the champions for this was senator dick lugar of indiana. i was so impressed by his thoughtfulness when i came to the senate. he'd been here quite a while, and he worked to really understand issues, and he worked to solve profnls he didn't work to obstruct the administration because twafs a different party. he didn't work to sabotage the work of this body because one party or the other was in the majority. he worked to solve problems. and he had really a deep understanding of the challenges autograph in the world. and he could see from his considerable experience -- and he was on foreign relations for a very long time and served as its chair. he knew from his own work in that committee and from his own studies and from his own travels and his own conversations overseas, conversations with foreign governments and conversations with our state department and our defense department, that we have a significant issue in which contracts with large companies are used to defeat government of, by, and for the people in nations around the world. and he

and yet, as then, senator dick lugar, the republican chairman of the senate foreign relations committee, pointed out the united states had already satisfied its obligation and made clear the declaration in the resolution and that advice and consent, stated simply -- and i quote from senator lugar at the time -- the senate declares in a in the review of the instrument of ratification current united states laws fulfills or exceeds the obligation at the convention of the united states of america. despite the presence of senator dole on the floor and the support of the chair of the senate foreign relations committee, senator lugar, senator sessions opposed that. if that were the only incident where senator sessions failed to uphold the rights of people with disabilities, maybe, maybe, maybe -- well, i'm not sure it would be understandable. but it's not the only incident. senator sessions also made deeply concerning comments about the individuals with disabilities education act, idea, which we've heard so much about in the last couple days during the debate on the nomination of ms. devos. se

rule was known as the cardin-luger amendment because it was co-sponsored by republican senator dick lugar. he was a longtime chairman of the senate foreign relations committee so he understood the negative impacts that these corrupt deals could have on developing countries. the only reason, and i repeat, the only reason, to vote for this resolution is to help corruption governments steal money from their people. i'm going to repeat this phrase because people were knocking me out of order. the absolute only reason, and i want to warn my friends on both sides of the aisle, the only reason you should vote for this is to help corrupt governments steal money from their people. so i strangly urge a no vote. now, several of my good friends on the other side of the aisle have pointed out that the foreign and corrupt rule will take care of this. but the foreign and corrupt rule only covers bribery. it doesn't cover unjust enrichment. it doesn't cover governments stealing from themselves. the speaker pro tempore: the gentlelady's time has expired. mrs. maloney: i aurge strong no vote and i'd like t
