dickerson: what's changed since ferguson? >> in the year since michael brown tragically lost his life there's been a seismic shift in american attitude, but only a glacial shift in legislative action. we have seen 60% of americans assert that they believe that it's important for there to be fundamental change with respect to equal rights in this country. but in terms of legislative action, have taken up some measure of holding police departments accountable. but only tiny traction of which have actually moved toward holding police departments accountable. congress. congress has taken some action to count the number of tragic police involved deaths in terms of michael brown, sandy bland but beyond counting the number of death to preventing those did not take any action. >> dickerson: when you talk about holding police accountable, we're talking about body cameras, what else? >> body cameras. independent prosecutors. retraining our police departments to ensure that they use most effective techniques. the point being here is, we

and you know john dickerson as our cbs news political director, and the anchor of "face the nation." john, donald trump was the front-runner going in to the debate. where is he now? >> well, we don't quite know. it's been tricky measuring the weather patterns in the summer of trump. so far, when he's said things that party strategists have thought would hurt him, he's gone up in the polls. and last night, he was confrontational and bombastic, behaving basically in a way no successful candidate ever has. but some people find that appeal. so zeal to wait for the polls to see if his combative performance hurts him among republicans. what we can say is that it almost certainly did not help trump with his big challenge, which is lowering the negative feeling, scott, that voters voters have electorate. >> pelley: and who else stood out, in your estimation? >> senator marco rubio, governor john kasich of ohio, governor chris christie of new jersey, all gave sharp and commanding answers that weren't just substantively interesting but they showed either passion or deftness. this wasn't really

john dickerson is our political director and the an consider of "face the nation." john, what's behind all this biden talk we're hearing all of a sudden? >> reporter: well, for months his friends and supporters have told him he should think about running. he's taken no formal steps to doing so. his aides have said he would make the final call by august. adding an emotional component to this is the death of his son, beau biden, in may. on the one hand, that blotted out thinking of anything else, but also according to columnist maureen dowd, beau biden asked his father to run for president. that report over the weekend is what has gotten a lot more people talking about this. the other thing, of course, is that hillary clinton has shown some weakness in the polls, which some people think creates abopening for biden. he's not ruling it out, but those i've talked to who are close to him say he's not naive about how hard it would be to run. >> pelley: what are some of the obstacles he would face? >> well, money and organization. if he's going to run against hillary clinto
