>> dickerson: we're back with angus king. before i want to ask you about intelligence committee, first on the question of spending. government spending at the end of the year democratic leaders didn't meet with the president this week. what is your sense of what happens when government is running out of money? >> they're already talking about another short term a cc, continuing resolution that would get us into january escape this deadline of this week. i think it's really unfortunate, generally all the work of the appropriations committees have been done through budget we can pass a budget. could have passed a budget two months ago. i don't sense, nobody wants to shut down, i don't sense that that's going to come unless it's through mutual misunderstanding between the two sides. >> dickerson: let me ask you about michael flynn. given what you know as member of the intelligence committee how do you read thisly deal that you make? >> one to have ways. he pled to a fairly minor a offense that's the end of it it's not a big deal

. >> dickerson: on the top rate is is going down. president said wealthy won't be getting tax cut now that will it drops from 39.6 to 37 now that balance is out deduction in state and local but only for those people who live in high state and local tax states. again to this question of priorities, mark sanford, republican from south carolina from a truth in advertising sand point it would have been simpler just acknowledge reality on this bill. which is, fundamentally corporate tax reduction and restructuring bill, period. what's your response? >> not the case at all. pass throughs have the lowest rates that they ever had since the 1930s that's a huge part of engine of growth of small and medium-sized businesses. that are going to create lots of jobs. this is about hard working families that are going to see starting in february, tax cuts. we're already working at the irs to update the tax forms and update the tax charts. they're going to see this in their paychecks in february. >> dickerson: the question, it's not that the middle cl

dickerson: so, give us your sense of that, what that means?ink broadest political sense, i think that this takes donald trump's pretty bad year and might move it into the not bad category in the following sense. he started his term, first year with a supreme court victory, might end with a tax cut victory, a tax plan victory. it's a legislative victory might not be possible with a broad swath of americans, but it counts as a victory. isis, by the way is on its back foot in iraq and syria. if we didn't have all of the noise and craziness, russia investigation, early morning tweeting, all of the race-baiting everything else that is going on you would look at this year and say, you know what, not the worst year for a first-year president. it's very interesting to think about it in those terms. >> especially on the economy. which is the economy is doing very swell, people are feeling better about it. the secretary and treasury came on talked about people's 401(k) improving, all that have is true, yet none that have is translating the way it normal

i think that would help them a lot more. >> dickerson: your thoughts? >> we're at a point here in december, two and a half months into the new fiscal year we don't know if the defense budget is going to be $600 bill ton for this year or $700 billion that's a huge gap. that's roughly the range of play. donald trump is in between in his request, i'm sort of in green myself, the congress under sen to mccain have proceed positivessed $700 billion, anything north of 600 billion exceeds the cold war average when you adjust for inflation. i do think we need a bit more money. but i think we need really is clarity and decision, because you can't do proper training, maintenance, can't enter into long-term contracts or do good custodianship when you're this far into the year you don't know what your budget will be. >> dickerson: that's it for both of you. thank you so much. we'll be right back to discuss political news of the week with our political panel. ♪ ♪ ♪ ♪ what we do every night is like something out of a strange dream. except that the next morning... it a

let's bring in john dickerson. john the senate passed a tax reform bill saturday morning. will the president have the bill he wants by christmas? >> i think so because in part, the president has defined the bill he wants as any bill that comes before him. the the senate need to be reconciled. but they are going to be able to work out any minor differences between the two bills and get one final bill to the president for his signature. >> quijano: turning now to the guilty plea of mr. flynn, could his tweets have an impact on the russia investigation? >> it could have impact on the obstruction of justice. it's not exactly clear what the president has said, but on saturday he said he knew his national security advisory had lied to the fbi and fired james comey head of the fbi investigating if flynn lied, comey pursuing an investigation of no merit many it lends more to the obstruction of justice whether the president got in the way of the case because he knew how harmful it would be. that may be a problem because the president seems to suggest that of the tweets conveyed, mo

we turn now to john dickerson, our chief washington correspondent and anchor of "face the nation" and nancy cordes, our chief congressional correspondent. john, let me start with you. mr. trump begins the 12th month of his presidency today. put this year in context, if you would? >> well, it's a bit of a paradox. if you look on the one side, you have all of those achievements that major talked about that the president got, and here he got a big legislative achieve. at the end, which is really what he wanted, but for somebody who came into the office with his signature skill being marketing, all of those achieve. s have not paid off in popularity. his approval rating, the average is about 39%. this tax bill that he's been selling, the approval rating for that is below 30%. about ten points away from where the affordable care act was when president obama signed it. the republican party is less popular. and so he has gotten the achievement, but what has eluded him so far is the approval. >> glor: nancy, republicans wanted to hoe they can get something big done. what might come next? >> r
