san diego is a city with a lot of hills.n those low areas know what they can expect with a lot of rain. of course, we have been talking about the fact that no one here who is from san diego and and has always lived in san diego, no one practically lived through a tropical storm. they don't know what to expect. authorities want people to protect their homes as best as they can. they have different locations where they gave away sand and sandbags for people to bring some of those home. they ask residents also to have food and water. and the power company, as you mentioned earlier, has communicated to customers about the possibility of outages. i spoke with a resident here yesterday who showed me a text message that informed him that those power outages could be extended once the storm arrives. for now, it is a lot of waiting here in san diego. and i will say that the east part of the county here, as well as the counties going into the northern part of southern california, which is where palm springs is, san bernardino area, th

its location right now is 640 miles southeast of san diego. at this particular time, we still believe that we're going to see it make impact right here around san diego, the los angeles basin, move into the desert southwest and on into las vegas as well as the tahoe area. when you see a green on the screen there, those are the feeder bands running ahead of the system. keep in mind, this hurricane extends out for hundreds and hundreds of miles. so this cone represents still the path. and we do anticipate this to become down graded to a tropical storm, which is still extremely dangerous as it sits on top of california. it can dump anywhere from 2 to 3in of rain. and throughout the san diego area or 3 to 6in as it moves in toward the death valley area, which is a couple hundred feet below sea level. again, we will keep you posted on this event. it will take place as far as the heaviest precipitation, the gusty winds and the flash flooding. that's possible. that's going to all begin to occur tomorrow morning. christina, roberta, thank you. we'll c

nbc -- 's is on the ground for us in san diego. we first want to go to the deputy director of the national hurricane center who's been tracking this thing for the last few days or so. jamie, good to talk to you. talk to us first about the path of hilary, if in fact it has wobbled east or west at all. and even though this is now downgraded to a tropical storm, how seriously should it be taken? >> yeah, the track of hilary has been remarkably consistent for the last few days, which has really helped us to hone in on the messaging in the primary impact area, the areas. it will be, as you noted, in the opening segment, much of the southwest and spreading that moisture and flood potential throughout a good chunk of the intermountain west. i, mean look at this enhanced flood threat extending all the way into idaho and montana. >> why are -- if we are expecting kind of smaller amounts of rain here, jamie, why are these areas so prone to devastation like mudslides, for instance, as we are expecting to have over the next 24 to 48? >> this i

one of those, let's speak to laura kane jen list and radio host in san diego. thanks for joining us, laura. and what's the storm like where you are at the moment. right now is steadily raining, is started reading, it's $230.00 our time. so about at 2 hours ago, it's been reading steadily. sometimes the hard. i went outside, as you can tell, i was reading, the gutters are all filled with water. it's flooding down the streets. there's leads everywhere. there's a tornado warning, just a little bit east to san diego county and the area called alpine. the desert areas of san diego county are really getting hit by a very hard amount of rain in a very short amount of time. so that's just the flash flooding is so worrisome because it's going to be happening so fast. even a photo of water can sweep away a smaller car, so we're being told not to drive through any kind of water at all. and we're actually being told to stay in place in san diego, and to pretty much been from here. a lot of the stores are out of water. a lot of the stores are out of ice cream for whatever r

producer as it makes landfall tomorrow morning near san diego. and it's just going to plow through the southern half of the state going up toward the western portion of nevada as a tremendous, tremendously powerful storm that will dump 5 to 7in of rain in the areas that are hardest hit. those areas here in the purple, the darker colors, up to seven inches or more. the red areas will have about five inches of rain. so you can see the potential for that much rain falling in such a short period of time means that flooding widespread and severe flooding is quite likely. and looking at the reach of the successive rainfall, not just through the central or in the southern half of california, but all the way over into most of the state of nevada, most of the state of arizona northward into utah and all the way up into idaho. this storm will be a tremendous rain producer. but of course, our focus right now is on southern california, where it's expected to make landfall tomorrow morning. i'll have more details on this a little bit later. karina. all right,

>> reporter: the weather has cleared up in san diego. just minutes ago, as you started the show, we saw the first ray of sunlight since probably two or three days ago. the sun has come out in san diego. we had light rain this morning. as of now we still have some flooding in the low areas. of course, this tropical storm hit yesterday with rain all through out the day. you've been showing a lot of these videos that show the massive floods that took place. you've got to think of california understanding the geography. this storm came across northern mexico and into southern california through the mountains east of san diego. that area was preparing as best as possible for that wind and that heavy rain. as it moved north from san diego county, that rain dropped a lot of water down the mountains into the deserts going east and also into the rivers moving west. we have had some floods. we knew from the beginning there was a danger of floods. county officials, local officials and state officials prepared for this. in fact, one of those videos

teams from san diego fire department spread up and down the san diego river from the coastline, missionnight who were in harm's way from the raging flood water of the san diego river. so it's been all about preparation, really minimizing the catastrophe here along the coast. the picture utterly different in the desert communities as you're seeing on the screen right there and as you mentioned at the intro to our segment. but in terms of preparation, something very unusual as we push in a couple hundred yards through the bay here, just on the other side of the bay, you see the number 72 through the fog. that is the u.s.s. abraham lincoln, one of the nuclear-powered aircraft of the third fleet. one of the ships that remain in san diego bay. ten other u.s. navy ships in a first ever for the navy have left these waters, the safety of the bay, and have made their way to the channel islands off the coast of santa barbara in an abundance of caution for the choppy waters here, wind gusts up to 60 miles an hour. this is not a great place to be for crowded navy ships and they made the preparation

and east of san diego, a lot of debris, a lot of mud to clean up, rocks and bridges that are clocked. we haven't seen neighborhoods that have been ruined. but every hour that goes by that we don't have those reports is great news. we can deal with cleanup. heavy rain is heading through the northern rockies. areas of oregon, we don't have many flash flood warnings. now they're all expired. one near las vegas and one just east of boise in some of the higher terrain, we could see isolated problems but not a lot. in areas of western montana. we're not done, there are other areas of concern, we'll have a tropical storm making landfall tomorrow morning in texas, across the atlantic, there's emily, franklin, developing over the gulf over the next 12 hours. hurricane center forecast, bring it on shore tomorrow morning with another tropical storm. doesn't look powerful but something else to watch. >> we're in san diego, the national weather service said sunday was the wettest day on the record for that area. talk us through what you're seeing. >> reporter: ellison, it was and it's crazy how fa

the declaration covers 11 counties, stretching from san diego up to fresno and other central valley counties. the evacuations have been urged on catalina island. rob is tracking hurricane hilary closely.>> it's still a category one hurricane, that change in wind speed is going to be having very little impact. later on tonight we will likely see hurricane hilary transition to a tropical storm. early tomorrow afternoon, wind is sustained, what's left heads toward northern nevada, bringing moisture with it. extremely high reign rates, that storm center moves on short mid afternoon on sunday. some of the rain totals when it comes to high desert, we will see more than a year's worth of rainfall, just a few inches of rain, all of that coming within six hours time, with a lot of debris flow north and east of los angeles. closer to the bay area, the impact from that storm will be seen as we get some measurable rainfall especially by tomorrow night and on into monday. if you been outside tonight, you've probably seen the flashes of lightning to the south and east, more of that tropical air goes surgi

l.a., san diego, already under a tropical storm warning. first time ever issued for southern california. really, if you have anybody that lives in socal through the deserts and the mountains, make sure that they are prepared. i say latest, 12:00, 1:00 today. this storm pushes through tonight on into tomorrow morning seeing the heaviest of impacts roll through and we're going to see some record-breaking possibly amounts of rain, strong winds associated with this and possible flooding that continues to push on through monday. some of the sierra, some of lake tahoe also seeing that. what does it mean for the bay area? seeing remnants of this tropical storm. once this storm does hit california it will no longer be a hurricane. it will be a tropical storm. by monday we're seeing chances of pop-up showers here and not crazy amounts for us but look at this light up through the southern sierra, through l.a. five, six, seven inches of rain possible there. of course, we'll keep an eye on this all weekend long as it gets closer to us. meantime leave y

meteorologist, guad venegas, standing by san diego.ke to the last hour, glaad, as the storm made landfall. just to our south of you i believe. what are you seeing this hour? >> it did make landfall in north mexico. we're all waiting to see what the storm will do once it goes over ensenada, the first large city in mexico that gets the storm. as you mentioned, it's two hours south of. us here in san diego have had light rain on and off all morning. authorities, county officials in san diego, l.a., a they're counties of southern california have prepared as best as they can. telling residents to make sure they protect their homes if they're in areas that flood easily with the sad bags, they have food and water, and the power companies are telling customers to be prepared for the possibility of power outage. southern california has different geographies, there's people in riverside, san bernardino county that talk about that are under evacuation order, a lot of those communities in the mountain areas have those evacuation horry is -- here i

many businesses in san diego county are closed today, and the san diego unified school district has canceled classes as our time is 406. even here in the bay area, dozens of flights have been canceled or delayed. ktvu is lamonica peters spoke with travelers who are dealing with setbacks in san jose. dozens of flights arriving and departing at san jose mineta international airport were canceled on sunday. as we were heading over to kind of keep our fingers crossed that we're not going to have to stay another night. southwest airlines has this travel advisory on its website warning travelers about disruption as hillary barrels towards southern california. it's a little crazy. i used to live in los angeles, and i know everybody's freaking out down there because they rarely have any rain, let alone wind. so getting both and in such multiple mood and with such speed, it's probably frightening . lot of people. records show that hillary is the first tropical storm to hit southern california in 84 years. at least 9 million people were under flash flood warning ahead of the storm. i have family lives

it's only 285 miles away from san diego. and as we move along throughout the day, you'll notice at around 11:00, it starts to make landfall and then it turns into a tropical storm. it loses power tonight and we will see remnants of hillary impacting the bay area. but i'll show you exactly by how much we'll notice an increase in humidity. and today, possibly an isolated shower or two, right now, the models show most likely in the north bay, better chances of showers on monday morning will see some rain. and this looks like it'll hit parts of the bay area. a lot of the north bay and to the areas well east of us. so right now, rainfall amounts are very minimal, but we'll be tracking this as things change and we'll keep you posted on what you can expect the next couple of days. stephanie, all right, frances, thank you. well right now, california is under a state of emergency as millions of people are evacuating and heeding the warnings. governor gavin newsom issued the emergency saturday. more than 7500 people from first respond
