the same thing is true with digital warfare. ultimately you are going to need boots on the ground and to seize territory. i am not not sure we will ever see holy digital warfare. >> host: have there been efforts to develop standards or rules when it comes to cyber warfare? >> guest: we are just seeing that now. in estonia there was a group of legal experts from the us and other countries who looked into the laws of warfare in relation to digital warfare and whether or not they still apply for whether we need new laws. they have come out with a huge volume and examining that to sort of assist nato countries and defining rules of engagement. i do not think we have all the answers. the us began developing rules of engagement around 2011 2012. there are still are still a lot of questions that we as a society have to answer. >> host: is their political opposition to cyber warfare by the us? >> guest: political opposition in the us? >> host: specifically in congress or, perhaps the administration. >> guest: there has been very little

it was a digital revolution. so i went to the 1930s having set it up with ada lovelace and an amazing character you are going to learn a lot more about next week because i wanted to take him out of the shadows of history the same as alan turing. i'd worked hard to take them out of the shadows of history displaying him in a movie. we will do it a thousand times table -- but i'll be able to do and do what he called the imitation game. what alan turing did was threefold. first of all he loved history. he understand to build on ada lovelace because he has to solve complicated math problem. i won't burden you with a problem except it's somewhat related to the theory and how you figure out whether things are provable. he doesn't mechanical process to do so. he comes up with the concept of machine that can compute any logical sequence. he calls it a logical computing machine and basically universal. he uses it to solve a math problem or frankly the math problem except for a few math geeks is not the more important part.

with the strong blustery wind it feels like the single digits. and temperatures continue to dip between 2:00 and later this evening 23 by 5:00 and down to the teens as soon as 7:00 and 16 at 9:00, with an overnight low of 8, it's a single digit low. as you take a look at temperatures to the west, a lot of unkind numbers, 6 below in minneapolis and 0 below in green bay it's this windchill profile we'll see overnight. the temperatures won't be that bad but the windchills will. by 6:00, most of us will be in the single digits and by dinner time below 0 windchills in the northern tier of the region and overnight as soon as 11:00 you'll see everybody in negative numbers and sometimes negative double digits, the poconos negative 26 for the windchill tonight and by 5:00 in the morning by the time i'm on the air at 4:30, 3 below in philadelphia this is when you are getting ready to go out, that is in affect until 9:00 tomorrow morning and even after that it doesn't get great. bundle up and treat this seriously. brisk and cold and you see the windchills m
