dingell: i rise in strong opposition. this seeks to prohibit funding for the implementation ofal bill of honoring the abbas to halt drunk driving i wrote it. i'm the sponsor. the halt drunk driving act honors the family from michigan that were killed in a car accident by a drunk driver. it required nhtsa to do a rulemaking to create rules for drunk driving technology and new vehicles from preventing these to occur. these deaths happen every day, equivalent to a death every 39 minutes. the halt act would save 10,000 lives annually and our constituents agree we need to stop drunk driving by making technology standard in new vehicles and if the technology exists to prevent drunk driving, why wouldn't we consider it? this will amendment and the sponsor mischaracterized what the halt act is. it does not mandate kill switches or invade privacy. i protect vehicles more than the sponsor. it's ridiculous and doesn't monitor how you drive. this is an insult who has lost loved ones from drunk driving. i yield back. mr. quigley: i re
