mayor's office on disability. if you would like, i could walk through each of the findings and recommendations, our response on this ability. i want to start by thanking the civil grand jury. it is helpful to have them take a focused look on disability issues in the city. i feel like they did so with a very good faith effort. we are great -- are very grateful that the report was as thorough and gracious as it was. they had six findings, six recommendations. the first finding was a request from the city attorney's office to come up with an assessment, how in compliance the city was with the americans with disabilities act. my understanding is because we are currently under litigation, that response will occur after the response has been made. the ada requires that we have a grievance procedure in place to address any potential this ability -- disability rights problems. we do have that grievance procedure. we did lose the dedicated position to take those complaints and work with department around the city. this of

that is how disability rights are usually in adjudicated. i have been very proud working on the council. there has been a lot of pro active effort for inclusion for people with disabilities. that is wonderful, but of course, in these economic times, certain cuts are made. we agree with the reinstatement of a full-time grievance staff addressing title ii issues. in regards to -- we have different perspective on title iii. you heard about the woman with the taxi. title ii and iii are interrelated. as much as the city could pursue that, it would be a wonderful effort, but we are also aware of funding efforts. i would request universal sidewalk and curved ramp accessibility. it is almost 20 years. we do not wish that funding to be taken from health and human services, public works. we do not want to prioritize physical disability over programmatic and access. finally, one of the most striking things i noticed from the council members was in regards to the training. there was a mention of online training. each person i spoke to a grade that need

disabled, and the attention on mentally disabled has never been near the kind of attention for the disabled in the physically disabled community. this was passed at the state level seven years ago, and only nevada county has taken it up. that, quite frankly, does not surprise me very much. we're talking about, and i think these are important things that we have to remember, with laura's law we are talking about less than 1% of the population that would even qualify for laura's law. these are very severe cases of bipolar or schizophrenia. to go through an aot program to qualify for laura's law, you have to have a very serious problem. i will give you some of the qualifications. you have to have a lack of compliance which has revealed serious violent behavior within the past 48 months or required hospitalization at least twice within the past 36 months. one example of this is the woman who, as awful as it is, the woman who threw her three children off of the bridge two years ago. she has said, her family has said that they were trying to get her help, and there was no avenue to get her the ki

i'm a person with disability. i ride wheelchair. i'm out there all shifts. i'm out there not just in the daytime. i'm out there at night and out there doing my job. i'm the only full-time director that they have. i know what's out there. i know from a rider perspective that we look out for people who work at night who are gone due to budgetary concerns. i want to put those back in place. and hopefully with the full board as soon as possible. i'm looking forward to working with cheryl. believe me we will get the job done. we have to be independent in our thinking. we have to be looking out for the citizens of san francisco. mainly i want to say this, we want to make sure that each and every one of us is making sure that everybody who pays their $2 to ride muni is getting $2 worth of rides. because right now i don't believe they are. the disabled -- i agree with the speaker that said we are not paying attention enough to youth because the youth are the lifeblood of this city. we have to make sure that their voices are heard. i'm sure that miss brinkman and i w
