mayor's office on disability. if you would like, i could walk through each of the findings and recommendations, our response on this ability. i want to start by thanking the civil grand jury. it is helpful to have them take a focused look on disability issues in the city. i feel like they did so with a very good faith effort. we are great -- are very grateful that the report was as thorough and gracious as it was. they had six findings, six recommendations. the first finding was a request from the city attorney's office to come up with an assessment, how in compliance the city was with the americans with disabilities act. my understanding is because we are currently under litigation, that response will occur after the response has been made. the ada requires that we have a grievance procedure in place to address any potential this ability -- disability rights problems. we do have that grievance procedure. we did lose the dedicated position to take those complaints and work with department around the city. this of

so much for people living with disabilities, the independent resource center and disabled usa. let me begin with the independent resource center of san francisco. it is a disability rights advocacy and support organization. our mission is to ensure that people disabilities are social and economic partners within their families and within a fully accessible community. ilrcsf mission is achieved by system change, community education, a partnership businesses, community organizations and government, and consumer-direct services. we work to empower individuals and communities of the people disabilities have a full, productive, and independent life. i would like to thank mr. levine, who, unfortunately, had to leave, but i want to thank him. now, we have doug with us. this was founded in 1967. disabled sports usa is dedicated to provide an environment with positive and therapeutic and psychological outcomes. individuals are in power to reach their full potential. a programs allow individuals of all abilities to discover their own strengths and interests. with emphasis on safety, fun,

that is how disability rights are usually in adjudicated. i have been very proud working on the council. there has been a lot of pro active effort for inclusion for people with disabilities. that is wonderful, but of course, in these economic times, certain cuts are made. we agree with the reinstatement of a full-time grievance staff addressing title ii issues. in regards to -- we have different perspective on title iii. you heard about the woman with the taxi. title ii and iii are interrelated. as much as the city could pursue that, it would be a wonderful effort, but we are also aware of funding efforts. i would request universal sidewalk and curved ramp accessibility. it is almost 20 years. we do not wish that funding to be taken from health and human services, public works. we do not want to prioritize physical disability over programmatic and access. finally, one of the most striking things i noticed from the council members was in regards to the training. there was a mention of online training. each person i spoke to a grade that need

disabled, and the attention on mentally disabled has never been near the kind of attention for the disabled in the physically disabled community. this was passed at the state level seven years ago, and only nevada county has taken it up. that, quite frankly, does not surprise me very much. we're talking about, and i think these are important things that we have to remember, with laura's law we are talking about less than 1% of the population that would even qualify for laura's law. these are very severe cases of bipolar or schizophrenia. to go through an aot program to qualify for laura's law, you have to have a very serious problem. i will give you some of the qualifications. you have to have a lack of compliance which has revealed serious violent behavior within the past 48 months or required hospitalization at least twice within the past 36 months. one example of this is the woman who, as awful as it is, the woman who threw her three children off of the bridge two years ago. she has said, her family has said that they were trying to get her help, and there was no avenue to get her the ki

. >> people on disability has the task of addressing all the disability.n we are talk about the sidewalks, ramps, we have very specific issues. for people blind and low vision, we have the issue of knowing where they are and when the cross. it can be hit or miss. >> at hulk and grove, that sound the the automatic -- it helps people cross the street safely. >> now we have a successful pedestrian signal. >> i push the button, i get an audible message letting me know that i need to wait. when it is safe to cross, not only am i going to get an audible indicator, this button is going to vibrate. so it tells me it is safe. there is the driller sound and this trigger is vibrating. i am not relying on anything but the actual light change, the light cycle built into it. >> it brings san francisco from one of the major cities in the u.s. to what is going to be the lead city in the country. >> city working on all sorts of things. we are trying to be new and innovative and go beyond the ada says and make life more successful for people. >> disability rights movement,

someone with a disability was referred to as crippled back then.was admitted to the university across the bay. as a consequence, he led the movement for disability rights. that was in 1962. in 1977, the movement really took shape just a stone's throw away in united nations plaza in san francisco. over 100 people assembled and did a set in. they denied access to city buildings. it was the longest sit in in the history of the rights movement. it was through that collective effort and the collective wisdom of those assembled and the leadership of ed roberts that the disability rights movement was born in a formal sense. it brought to the forefront nationally people of all political ideologies to come together. thousands of people assembled when president bush signed the legislation 20 years ago today. i want to celebrate that milestone. i want to it knowledge -- acknowledge those for their wor. it is a fundamental thing that needs to be advanced for those with mobility issues as well as physical challenges. all of us are equal. all of us should be giv
