i'm here to present to you the free muni for seniors and people with disabilities. as we've heard today the sfmta board of directors is set to review this program to seniors on january 20. this program will provide free muni to low and median seniors. is there will be a one time pass that will be loaded on to an existing clipper cards. that just means that once the free pass is loaded on to the clipper card it's a one time pass. the customers will not need to reload every month. it will be sitting on their card for use. one thing we want to stress is that this program, much like muni for youth program, is only for available for san francisco residents and the income levels are 100% of the bay area median income which are shown on the slide here for households of one through six and there's a slight increase as households get bigger that we have back at the office. if approved we will begin accepting applications immediately at mta. we'll have the website ready to go that afternoon. if the program is approved with applications ready on the website. the free pass will

next item is agenda item number 9 a report from the mayor's office on disability. joanna? >> good afternoon and happy new year council members. joanna here and i'm the director for access and as you can see carla johnson regrets not being with us here today. she's on a she's on a well deserved vacation so today i'm filling in and i'll update you on 3 items that the mayor's office on disability has been involved in over the last couple of months and a summary report on on complaints and inquiries and first off your previous october and november meetings focusing on employment for people with disabilities the department of human resources heard you loud and clear and has convened an advisory panel. the members of the panel include the state department of rehabilitation and lighthouse for the blind and

cognitive disabilities that would limit them so you're talking about 10% of children with disabilitiesin the much more severe categories. what is your basic concern about where we are now and where we could be a draft on the table were to be an active. >> thank you for your question and for putting your question in the broad context of the two television circumstances. hispanic they will face states that are making policy choices about where to make investments. so let me say as a senator bennett said investment in early childhood education paid dividends but often don't require that. you also recognize that while there may be a cap on ensuring that only the students with the most severe cognitive disabilities are classified as such in schools now. they are avoiding the kind of rigorous coherence to standards that we would like. they would have a huge problem. but what we have found from the draft that we have seen and by the way, i am drawing those from a council on the parent attorneys and advocates representing persons with disabilities and from organizations representing people wit

disabilities. in the absence of those standard we fear that there bill be a roll back of requirements that are otherwise producing the positive results that you have identified. we have seen, for example in the states that were given waivers under the previous law that in many instances those waivers have allowed those state systems to avoid the kind of meaningful accountability that actually drives the kind of change that you have talked about. senator alexander, you mentioned of course the proliferation of states that, tests at the state and local level and that may well be true but i think the federal requirements that have in place have been so important in producing the kind of high school and career ready graduation rates are really important. when i started school, when brown versus the board of education was first decided. i can assure you that here in washington, d.c. there was a tremendous absence of kind of consistent standard that helped to produce the kind of change that we have seen a

every doctor that evaluated him found him to be intellectually disabled.et we could not break through georgia's extreme standard you know for determining intellectual disability as a legal innelagibility for the death penalty. >> what did you want the supreme court to do to strike down georgia's law as unconstitutional unconstitutional? >> yes, the united states supreme court issued a decision last year which stated that you know the states cannot erect hurdles that create an unacceptable risk that people with an intellectual disability will be executed. that is what the beyond a reasonable doubt standard does in georgia. people who are more than likely intellectually disabled or certainly, can be executed. they can't meet this - the heaviest standard of proof in the law. >> why do you think georgia had the law. what is it about the state of georgia that is different? >> well georgia was the first state to enact a prohibition on execute ght the intellectual -- executing the intellectually disabled. it was done in relation to drone bowden who had an i.q. in

and self-sufficientcy for seniors and persons with disabilities. medical, concerned about funding with the affordable care act. numbers have grown, so we need to look at funding and making sure that the systems are updated and all of the support programs. a lot of them don't have legislation with them yet. so we'll look at them again. and again ensuring that seniors and persons with disabilities are identified during the implementation process with the affordable care act and as we move through this second round of sign-ups. and then homeless and at-risk populations, and service advocates. we'll be monitoring those through the year. aging and adult services, a priority and concern is protective services and looking for an increase in caseworker, mandated reporter, conservator and we need the money to implement those and also support legislation and regulation that protection elders and dependented adults from all forms of abuse and neglect and mrs. perini also noted in the record financial abuse. while that is not part of this, we do keep that in f

for the rtc card for the riders with disabilities those with existing rtc cards the process will be similar to the senior cards. they will just complete an application online or by mail or through 311 and the rtc number is required listed on top of the rtc card. most people are familiar with this card. much like the senior card the pass will be loaded remotely and they'll receive notice via mail that the pass is now active. if the customer is new to the program and does not have an rtc card they lrp need to visit the mta discount id office which is just across the street from sfmta customer service center to apply for the rtc card. this can take between four and five weeks to get approved. once the customer is approved for their card they'll get an application at the office or get one online and apply for the free program. there's a list of our outreach calendar. we met with the department of aging and adult services staff yesterday to receive feedback. we're here this morning to present to you our process and receive any feedback and for the next two weeks, including the mt action board of
