unfortunately the disproportionalty still manifests itself. even though we are suspending half the number of latino and african american students who with your suspending three years ago, fully dropped by half as well, you can see the columns there on the left and right, the left is african american suspensions remaining steady at 50% and latino remaining steady at 30%. just to reemphasize, the number of students of color that have been suspended has dropped by half, but the disproportionalty is still a huge issue. we have -- my predecessor had the thought to put in out of school office referrals, when you send a kid to a counseling office. and we set up a robust simple system to use. we have enhanced that system and this year for the first time we are seeing it very widely used. nevertheless, some schools are using it and some aren't, and through the resolution we're going to be asking schools next year for everyone, whenever a kid is sent out of the classroom that it's reported to the system. when you look at the thousands of referrals that

so there a lot in the resolution that relates to disproportionalty. there are a lot of other things here and how are we going to target and really -- and i appreciate the superintendent's comments about the disproportionalty, you know, there's a piece in here around when suspensions do occur of african american students, what is triggered and the oversight as well. as to how we responds for african american students, including the direction that's given to the site,s. . this is a big and important one and we want to make is that clear to the sites that there is a difshts kind of process that we want to make sure is taking place. those are two. i'm going through the other two very quickly. you got three? i counted two. you got three, that's fine. we can make it five total.

opportunity for the city, and many of these data points have been alluded to in terms of the disproportionalty in terms of poverty, and 71 percent of the african americans in the city are extremely poor and low wage working and personality in terms of unemployment and of course the disproportionalty of meeting the households and we know that at migration, but, the city's population has grown, and the wealth has grown, every other ethnic group in the city with the exception of african americans, whose median household income has declined since 70, and we decided that the stat says that almost 17 million visitors spending 10 billion dollars and generating almost 300 million in hotel tax revenue and we feel that we have many opportunities, and many of our historic african american communities including the bay view and the fillmore. so meeting forward, this process was set up with five working subgroup and committees, excuse me, and the inclusion, and secondly the subcommittees met no less than five times in the period of five months to figure out the implementation of the activities and the cost

and so that's a way to really reduce the disproportionalty, the suspension rates and since all of you supported the resolution, i think that this is, you know -- we think this is the best use of that money so we definitely support what commissioner haney and commissioner fewer said earlier. and then regarding the current plan for implementation, i think that plan needs to be more detailed and more intentional about reducing disproportionalty and should include the metrics from the resolution so the public can see how the school climate is being improved and how the resolution and l cap are actually linked. and then finally we do appreciate that you added the a pen appendix and like the previous speaker said, they need to have more detail regarding the school sites. that's all. thank you. >> we're also part of close the gap coalition. i know other coalman staff have been here during the last meeting to talk about some of the frustration around lack of transparency around the l cap. rerealize this is the first time it's rolling out. we're part of a statewide alliance and we know there's

the disproportionalty data will be data driven teams so they'll look to see where their efforts are most needed in that respect. but once they get to the school they can do a number of different things. they can bring a bcba into play to look at the child's behaviors in the context of the classroom and come up with a plan so that's something we haven't really had for general education students before. and that we've already using this year and we've found it to be a very useful tool. we can offer personal coaching if the teacher needs some new skills, we can offer individualized coaching through rp coach or ppis coach or we even have a peer resources have stepped into this and are willing to work with some of the youth empowerment strategies they have if they can come into play. sometimes we might find that staff itself is struggling with how to serve all students and we have the capacity and the skills thanks to our trainer models both in behavior rpi and rp and pbis to actually do individual trainings and supports. so it's kind of like we want the bat teams to meet with the principal,

when they need help, i mean, when they data is telling them, screaming out to them that there's disproportionalty, that there is crazy referrals, then what do we do? we don't say wow man, that's bad. we say that's bad, but you know what? we're going to help you with that. i think this is where we need to have an on site restorative practice coach at each school that is having a problem like this until the school can adopt a culture, do it on their own and can operate on their own. i think the power of having -- as we have seen at lincoln high school this last year, the lowering of suspensions which principal pain says has been remarkable. this combination of having a restorative practice coach on site to help coach along since dent that is happen and to change the culture and work with peer resources. it's a very powerful thing. i'd like to see in the budget more restorative practice coaches assigned to schools, give them that help when they need it and move on. we're going to teach you how to farm enough for five years, show you everything to do, after five years we're doing but you have to do i
