of the district of columbia. but recently, there have been a spate of undemocratic riders what we call riders that is attempted -- the attempts to amend the district's appropriation. you would say what's the district appropriation doing here? that's the nub of the problem. it shouldn't be here. when i first came to congress there were actually hearings held on the d.c. appropriation but i've been able to make sure that that doesn't happen and indeed congress has no interest in the d.c. appropriation ecause it is a local budget. with funds from only local residents. not a penny of it raised in this congress. to be sure, as a matter of per capita, we are entitled to some funds from the congress, just like those who represent the states. but we're not talking about those funds. we're talking about essentially the d.c. budget passing through the house and the senate for no other purpose except to see if somebody in either of those two bodies wants to hang undemocratic amendments using the budget as the vehicle to do

so seeing no objection, item 1 is board policy 5111.1, district residency. i need a committee report please, from rules. mr. sanchez? >> commissioner sanchez: yez, thank you. so this policy has to do with students whose assignments are revoked due to residency fraud, and the committee had taken it up earlier and staff had asked the committee to come back with more information. we had a longer discussion about it last week. director rosina tom came and addressed the committee requesting a period of time for students to stay out of school that they had found to be fraudulently enrolled in right now. so we had kind of a little disagreement in committee about the time. we landed on essentially a month, so after a student has been deemed to be in the school fraudulently, the student will have about a month to depart the school. and the discussion really focused around really -- essentially, it's punishing -- dr. merase, you might want to chime in, too, punishing students for the miss deeds of their parents. so we really struggled with that. but at the end of the

mta, the rec park department, and the school district. most importantly, i'd like to thank the thousands of community members, residents, advocates, developers, non-profits, business owners, all of who have shaped the plan for the better. here's some of the highlights and benefits of the plan. it would create a sustainable mixed use neighborhood. it would leverage the city's substantial investment in the subway while delivering 33% of all units as permanently affordable housing. it preserves and builds new industrial or pdr space, ensuring no net loss due to the plan. it adds 16 million square feet of development capacity, about 8 million each for both housing and commercial. the plan leverages this growth with a comprehensive $2.2 billion worth of public benefits. this will fund critical needs for transit, bicycle and pedestrian safe streets, parks and rec community facilities, non-profits and social services, and more to create a truly inclusive livable neighborhood. most importantly, most of these public benefits are dedicated to affor
