district.cans are watching closely to see what if anything it might say about 2020. let's go to john king who has been looking at the numbers. john? >> at the moment, anderson, the early numbers quite interesting. the democrat dan mccready winning the race so far. about 22% of the vote counted. that's a pretty healthy lead for the democrat in a district the republicans have held since 1963, in a district the president in 2016 carried by 12 points. so this is a big deal. the biggest county is mecklenburg county over here. this is the charlotte area here. charlotte's not in the district, but the suburbs here, dan mccready is ahead. back in 2016, president trump carried this part of the district. so that's a big deal. this is about 30% of the vote. move over to union county, the second biggest county in the district. bishop is winning but not by the size of the margin president trump did. you come to the other end of the district over here in the fayetteville suburbs, cumberland county, mccready u

so the infrastructure financing district is a special district. there's actually one along the entire embarcadero and we create subproject areas. what that does, that captures the tax increment? so the property taxes above and beyond what was initially existing, and that tax increment, the additional, the portion of the city stays on-site so we can issue bonds or pay for future improvements on that site. and then, the second is the community facilities district, which that is an additional tax that is leveed. sometimes it can be offset, but that is used to traditionally develop under utilized areas, and that's what we're doing here, so that's done by voter initiative. anything else i can clarify there? >> supervisor mar: so this -- the community facilities district, when you say by voters, you mean the -- the -- in the case of -- >> in the case of both of these, i believe it will be the property owners since there are no voters there, but i believe it's usually done by voters, and if there's less than 12 voters, then, it's done by property owners.

but in addion to that, every district has to look at the number of students that you have in a district the number of schools. there is a tohuge cost run any school, whether the school is fully enrolled or under enrolled. so within our system, and we do have many hools that ols, are under enrolled. so what that means is that we are not able to resource each want them. he magnitudthat we we believe a full-service community school. we believe that our students and families have support around mental health, have ta support around electives. this is what i hear when i talk to students and families. we want to make su that we have arts in our schoo make sure we have sports. what that means from a financial persctive is is even the schools we have, we need to resource them even deeper so they can really realize on the vision. so having to consolidate is not bank but being able to piggy redistribute in the most effective way so that each school gets more resources to create a better program so that we have more families coming to not ju a certain group of elementary, a certain group of middle

this was in 2016 a trump district, a big trump district.sident won this thing by double digits in 2016. comes down to a two-point republican victory. tonight why was it close? why was the republican ultimately able to prevail? there were two different storylines that kind of c converged in this district tonight and eech of them is a microcosm of what we talk about nationally. one of the stories was right here in the suburbs that circle might even be too big, the area i'm talking about. the densely populated suburbs of south charlotte, about a third of this district is in mecklenburg county. and this is that -- we talk about it all the time. higher income, college educated suburbs. a place that trump won that portion of the district by three points in 2016. mccready tonight wins it by 13 points. so that's the kind of swing we've been seeing in metro areas, suburban areas across the country, in the trump era, away from the republicans, toward the democrats. if you had said it at the start of the night, that's where mccready was going to end u
