concerns concerning the pricing have been raised with other bike shares and montreal and the district of columbia and have messages regarding penalties for longer trips and users to take advantage of all day trips on their stations and websites. montreal's program which was in place since 2009 and the other program in place since 2010 have this warning message on the stations. according to the program managers for these programs bike share is seen as a complement to the area's public transit system. the following quotes are examples of the warning marriage that will be on the bike share stations. the lesson learned that promoting bike share bikes for short trips than all day trips have allied the price concerns. back to the agreement. the agreement also includes flexibility and allows station capability increases or decreases meet demand for the program as long as the increases are consistent with the port station location criteria and do not interfere with circulation or existing port operations. these stations are modular and can be done with these improvements. the port and mta has agreed to a

joining us in our panel today are david berns, director, district of columbia department of human services, washington, dc; dr. gary bond, professor of psychiatry, dartmouth psychiatric research center, lebanon, new hampshire; peggy burns, eap counselor, employee assistance program, university of maryland medical system, baltimore city, maryland; neli vasquez-rowland, president, a safe haven, chicago, illinois. of those individuals that are unemployed, there was about a 15.7 percent rate of drug dependency among them. of the ones that are employed with a drug dependency, there were 23.3 million people overall, and about 49.8 percent of them were employed. and from the mental health community, there were 6 million people who were served by mental health authorities across the nation, and roughly 21 percent, or about, of the 6 million, were employed. what does that tell us? what types of challenges, david, do these individuals present as they approach the employment marketplace? well, that's telling me that, actually, most people that are, that are served by my agency, which provides welfare

people do not understand 19 out of 20 arrests in the district of columbia for nonviolent offenses. understand that probably 30% of the african-american adult male population is arrested every year. they didn't understand there are 140,000 arrests in the district of columbia. 96 percent of them for naive lent offenses as one explained in new york. most are cases that are never prosecuted. they leave an enormous percentage of our african-american population forever with an arrest record with all of the problems we know that incum we we -- incum we african-american majority d.c. could believe counsel we have essentially criminalized a large percentage of the black population. .. former public defender who some of your familiar with. this group of lawyers has begun a dialogue with the police chief it's important to talk to people. obviously a particularly when results like this are on the table. we're facing a different dynamic the new york. we don't have air blumberg, the police chief who has done his nose at the african-american community and a dialogue is beginning which he actually

[music] community connections is the largest not-for-profit mental health agency in the district of columbia. we serve probably about 3,500 women, children, and men who are frequently dually diagnosed, have histories of homelessness, and have histories of traumatic victimization. the mission of community connections, first of all, is mental health, making everybody whole, of the people who have suffered from trauma, people who have substance abuse, to give you the tools to be able to manage your mental health issues and your trauma issues such as ptsd, to make you to be able to function on the outside in public despite what things have happened to you. sisters empowering sisters is a program for women who are dually diagnosed with a psychiatric illness and addiction and who are the victims of violence to serve as peer mentors for other women who have similar histories. i loved the peers. i have to talk about that because i could talk to any of them. they're very understanding. they have a whole lot of strength with them and confidence, and you could talk about... and they make you feel so we
