as you point out when wuyou wer with the dnc, is there too much time between now and 2014 and the fact that we're so short-sighted about things, that there are going to be bigger distractions and everybody will forget what we went through? >> when we talked about a culture of corruption, that messaging took six months. so even though, yes, on the one hand we have a long way to go, heaven knows like all kinds of things can happen, certainly, to get us on a different message and this could be a memory of the past. again, i think what the democrats have the opportunity to do, is to keep trying to push forward and keep using the opportunities. i think there will be plenty, given what we've been hearing from the republicans, to illustrate they're putting ideology ahead of the country. if they hit that drum beat over and over and over again, that's part of how you build a message. you were just talking about immigration reform. there's data that suggests that that's actually a good thing for some of these republican house members. it would be good for their races. and yet they're, as you sho

that way the rnc and dnc and dccc, et cetera, they can control the candidates and they are not just funded by outside groups like heritage action. reform the 60-vote threshold which everybody would like to see happen and streamline process of bringing bills to the floor of the house. the last two are accepted of the first two, are those wildly optimistic or wildly pessimistic assessments of where we are in our current political -- on the current political stage? >> i think they are both good ideas. they are wildly optimistic in the sense i don't know how republicans would sell to their base the idea that we need to bring back earmarks, as good an idea as it would be. it's a lubricant to the legislative process and in the broader scheme of the budget and how much money it entails, it's a drop in the ocean. the problem, i talked to political scientists about these reforms toward the end of my piece. the problem is that the same partisan forces that are causing the polarization are also impeding congress from passing these kinds of reforms that would sort of, you know, sand the rough edges of

look at the dnc and the gop fundraising numbers, bob. dnc raising slightly less than $850,000 from 30,000 donors in the first 24-hour period leading up to the shutdown, and you've got the republican national committee claiming it did even better, raise a million dollars in just less than 48 hours from monday to wednesday. even as we are about to go bump up against this debt ceiling, in other words, are the parties winning as they are positioning themselves in all this? >> well, there's a bit of wisdom in politics that when it comes to fund-raising, losing is winning. right now you have both sides really up in arms right now and able to go out there and excite their people into giving some money. that kind of thing. so, yeah, there are any number of winners and there are also going to be some political winners in all this. one other point. i think what we're seeing is a classic hard-nose negotiation, the kind of thing you see when there's a lightning strike or something like this. the administration right now has the tactical advantage. i

for instance terry mcauliffe had excess funds so he bought the building for dnc because he didn't know what else to do with the money so he thought that might be a way to use it. now they have come up with so many loopholes that the quote, unquote, soft money, which there's always ways for them to go around it. >> i think you made a good point about the superpacs. right now people can give multimillion-dollar contributions to superpacs. they have to operate independently of the candidates and parties. if mccutchen prevails it could strengthen the political parties where there's more of a ma jor tearian instinct and that money is fully disclosed to the fec. >> pete, who's making these arguments today? >> reporter: senator mcconnell will not with arguing on his own. he'll be represented by counsel. the lawyer for shaun mccutchen will present his case, then the solicitor general will argue on the government's side to support the campaign finance restrictions. it's the first big case of the term. one other thing, chuck. there's a pretty big line here. there's a lot of interest in this case

the dnc whose main mission is to lkt a democratic president is gearing up and ready to go. >> debbie always some intrigue. senator kay hagan's endorse am of clinton will make it awkward when vice president biden visits north carolina and some of the female democratic senators encouraging hillary to run may have presidential aspirations of their own. what do you make of this letter and why would they even endorse now? do you think it was truly a mistake this letter got out? >> no, i don't think it was a mistake. i think, really, this is not a whole lot of news. the 16 female senators are pushing for hillary clinton who would be the first female president. you know, i think barbara boxer was the leader of this letter and she's always been a strong supporter of hillary. they want to get her into the race and start this process and really freeze other people out like joe biden. the problem for joe biden is he's going to be stuck in this obama mess, obama care and the nsa stuff that you mentioned before, syria. joe biden -- if he wants to run against hillary clinton, he's the one continui

let me just show everybody the dnc outraised the rnc last month for the first time.hows among republicans an those who lean republican 52% think congress would be better off if those seats were replaced. i know you've done a lot of reporting on the tea party. are those numbers a sign of the growing divide among republicans? most of the vulnerable republicans are worried about losing their seats but being primaried from the right, from the tea party. >> the tea party strategy has been very much to either actually run candidates or to cut deals with more moderate republicans and say if you don't move further to the right, we will run a candidate against you. in some ways we live in an increasingly one-party democracy. what i mean by that is when you look at everything from cities to congressional districts, there are often parties that dominate completely. all you have to do is win the primary to survive. so in that case, the tea party has pursued what is a very logical and powerful strategy of not just running candidates, but even the threat will often move existing r
