maura, what does the dnc do next?hey had asked that these caucus states do something to sort of expand participation. this is a no. what does it look like? >> reporter: sure. so the iowa democratic party has a few options here. i just actually spoke with a source with direct knowledge meeting in san francisco last week. basically the options that the idp has now is they can propose alternative solutions for nonpresent voting, absentee voting options. they can either maybe do voting by mail or early absentee ballot voting. all they need to do is make sure that it stay as way from what a new hampshire primary would like as a caucus state. and so as the dnc and the idp work together, the dnc is open to extending that september 13th deadline that the idp originally had to submit a plan. so they're willing to work together. and one alternative solution is the dnc could recommend a waiver for the idp to be exempt from an absentee option kind of like what they did in 2016. back then they had a teleconference call option for

after 2016 the dnc decided they wanted caucuses to be more open. they wanted access for certain types of voters that have trouble going to caucuses that are on a set time of day, maybe they're disabled and having trouble getting to the events. they wanted to open it up for them and the one idea the iowa democratic party proposed was doing a phone caucus. now, the other principle that it's up against the iowa has to stay a caucus because new hampshire is the first in the nation primary. and there's no desire inside the dnc to have iowa step on in in way the primary status of new hampshire. so iowa officials are going to have to come up with some sort of solution to fix this, because if they don't, frankly, there's a question about how they move forward and how things progress inside the dnc and the iowa democratic party is going to have to resolve this issue. >> it's really about accommodations and accessibility. but if they don't come to term, then what? >> my colleague adam levy and i have been reporting this out and what we're being told is there

will they get a plan approved by the dnc that doesn't -- that essentially is -- will the dnc allow themntially do the same thing they did four years ago now? >> well, that's the question. the iowa democratic party seems to be working under the belief that the dnc will give them a little bit of extra time to figure this out. morally, five months out from the caucuses and the dnc only just decided this. the lack of a plan b was very obvious at the iowa democratic party's presser earlier today where troy price, the democratic chairman basically said give me a week. i can't speculate on what that sort of alternative would look like because they haven't really thought about that. and i have to say the idp held a conference call with a number campaigns to sort of explain the process and to answer any questions. and i've heard from a couple of campaigns a little bit of frustration with that fact, the fact that troy price got on the phone with them and really had no answers. it's up in the air right now. it's going to cause a lot of chaos for some campaigns that were relying on the virtual cauc

let's start with the dnc.rtue of moving up telephone is very, the state is relevant once again. candidates are lining up to be heard. and what can be expect on this final day in san francisco? >> i think it is exciting for california. we will have a march primary. i believe california will be decisive for the nomination. whoever wins california may emerge as the nominee. and the fact that almost all major candidates are here are testament to how important california will be. the good thing is it means the issues we care about on gun violence and tackling that, calvin has great laws. we need those laws nationally. on issues of climate change and healthcare. they will determine national priority. >> you came out in support of bernie sanders early on. he will be 78 next month. why him? are you 100 percent behind him?>> i am. i am behind him for three reasons. i'm a big supporter of medicare for all. it will reduce cost and give benefits to every american. i believe we need free public college. if you talk to folk

yesterday for example, the dnc voted on a proposal to hold the debate focused exclusively on climatehange. why would they do that? well, because the solutions the candidates would promise live on television are insane. spend $16 trillion, then airplanes, seize control of the entire u.s. economy. okay. the trust of rian's love stuff like that. normal people find it terrifying. even the party hacks here in d.c. don't like it and that's probably a complement honestly. you really think nancy pelosi believes climate change is an existential crisis? of course she doesn't think that. plus, she flies private peer barack obama can say whatever he wants about carbon emissions, shook his chin come and be very concerned but when you are spending 15 million of your own dollars on a beachfront date in martha's vineyard, you are not too worried about the oceans rising where the problem is, the democratic base doesn't get the joke. democratic primary voters believe the talking points. and very soon, they will be powerful enough to nominate their own presidential candidate. and when that happens, it'

let's talk about the dnc because they announced there would be no climate change for debate after thety was discussed. it still is a major focus for many democratic candidates, for instance, bernie sanders. do you see climate change, bill, becoming more important leading up to the election? if so, why? >> the climate change is actually somewhat to my surprise, i got to say, turning into an absolutely key issue in this election among democratic voters it falls at the top of issues and it's the issue and the polling shows which donald trump is the most out of touch with public opinion. so i think it'll be a huge issue. this movement is building very fast. on september 20th, it'll be global climate strikes around the world. the largest day of climate action yet. some of them will be aimed at brazil and what's going on. and some are going to be aimed at brazilian embassies and ko z consulates around the planet because what's happening in the amazon. >> we'll be covering them, too. thanks for joining us. >>> we are staying on top of breaking news, the latest escalation in the trade war wit

but would you consider participating in a nonsanctioned dnc debate?y time that i can be talking to voters, because at the end of the day that's what this is all about. i mean, you know, we've seen that these debates, people go up, people go down, but we still have a long way to go along the way. so certainly any opportunity to actually be speaking to voters or getting our message out, we'll sure take a look at. >> it's also interesting because you've been critical of these debate rules. but one of your fellow candidates, andrew yang, was talking about the debate requirements earlier this week. and he actually kind of reiterated what we just heard xochitl say. he said if you were going to complain about the criteria, you'd want to complain about it a little bit earlier in the process to make it seem like it's not purely self-interested. what's your reaction to that? >> well, i think that, you know, when i'm traveling, we're still a long way from anybody making a decision. so there's a whole lot of folks, certainly, that aren't on those debate stages, n

david: there is a man in charge of the dnc, that's tom perez.going down, as i understand it, to mexico city. are they finger pointing at him for making key mistakes, one that's close and near and dear to my heart is he didn't allow foxed to hold one of the debates. i think that's huge mistake. >> i think so, too. there are so many democrats that watch fox news. so many of the candidates come on fax news and want to host town halls to make sure they reach that key demographic, especially in the battleground states. the swing voters who voted for obama, then they voted for trump in the past election. they are probably going to vote for him again. but we'll see. tom per refs, the way he handled the wide field of democrats and the way they have gotten so far away from any sort of moderate stance and how much they are car iterring to their twitter base is really a sign he's not leading the democrats in the right direction here. david: if the democrats lose this election after 2016, i don't think he copes his job. >> i don't see how. david: forgive me

the dnc just said something about this. the iowa dnc said the plan will not go forward. so there it is. >> the iowa democratic party is going to -- >> right. my dad was in town last week and a big fan of yours and said why does iowa matter so much? why does so much energy go into iowa? is it just that it's the first or is it differently influential than other primaries and caucuses. >> we can show you at the board. but this is the calendar next year. and in modern times the last few rounds this is what the democratic calendar roughly looked like. the sequence here, iowa a big it's important because it's the first. you have the national polls sometimes where one candidate is way out in front. but somebody else wins iowa. if somebody else wins iowa suddenly they get a flood of attention. suddenly considered a legitimate threat to win the nomination, they can get money and supporters. we have seen the most famous of this was barack obama. barack obama was losing nationally to hillary clinton in 2008. losing to her by 15, 20, 25 points in national polls. he was losing in a p

there's this question about what's going on with the dnc and the process.u've been critical of tom steyer, the billionaire. he's thrown his hat in the ring. it is on the cusp of making that september debate. spent a lot of money in order to make that happen, are you frustrated by that? >> governor bullock: this week to different poles came up that had me at 2%. still a long way to go. the thought that you could spend $10 million to get on a debate stage, i don't think that's really good for democracy. i think well intentioned the democratic rules were to say we need to show that we have small $1 donors. but what actually happened as more and more money gets shifted to facebook ads, google, anybody that says spend $10 million get $130,000. >> dana: that's not dark money. you are concerned about dark money. >> governor bullock: its disclosed money but we should be actually talking to voters, not spending money just trying to get individual donors. >> dana: does it matter if you make to to the debate? >> governor bullock: i'd love to be on it. all of your view

i mean, being dnc chair is a thankless job.ng any party chair because you're going to get it from all sides. but there are two words that are very scary for democrats that i keep hearing here today not from the stage and not from anybody with a microphone. but when you talk to them in private and that's contested convention. there are a lot of people here, senior people in the party who are afraid that because of the way this primary process has been managed because of the size of the field that we're going to get to next year without a nominee heading into the convention and they are very, very nervous about that proce prospect. >> it's a huge field, but actually if you look at the card it's a small field. biden and warren and sanders. >> jeh, you know this pretty well. the rules change, they made it impossible to actually -- there is no way anybody can sit on the first ballot unless anybody decides to hand it to somebody. >> can we ever have a presidential cycle where we don't talk about a contested election that gets everyon

you are right, rnc did raise more than the dnc. senate and the house's arms of both parties, the democrats raise more than republicans. what that looks to me like you look at more work in 2018 where democrats are celebrating their wins specifically on the house side. they're putting their money there and that's where it could make gains. i do think there is such a stress being put on outreach early and investing early and being on the ground and having conversations with people here specifically of the chair who i am speaking to. they're out there early. obviously they know in places like wisconsin and the question was one of the outreach and people not feeling energized or not feeling engaged by democrats. they are clearly trying to reverse and trying to make it work in 2020. >> alli and betsy, we'll contine this coverage with you. seth moulton is speaking behind ali in california. >>> pete buttigieg is making the rounds in new hampshire. he unveiled the new mental health plan entitled "healing and belonging in america." pete butt
