what do we have to do after? we can go walk around. we have after-school programs with things we enjoy. they have activities. we are building our knowledge outside of school. it also ties in with violence. that is something we do not want to have a lot of in the city. this is our community. after-school programs kind of cuts it down. think about it, if we do not have after-school programs, where are we going to go? we need things that make us happy. we go to school. we work hard. we want fun things to do after. how about if we need help after? it is a place we feel safe at. why would we get rid of something that helps and builds our community? thank you. [applause] >> that is an excellent question. one of the agencies that deals with a lot of the after-school programs is the department of children, youth, and families. there are many programs represented here. any thoughts on that point? >> i am from the department of children and families. thank you for having us here. the director and i have worked in the non-profit sector for many y

what do you do on that? >> for all public contracts, public agencies need to see that there contractors have bonding in order for them to demonstrate they can complete the contract. sba provides an insured bond guarantee to those who do bonding to small businesses on public contracts. so there is an sba program on a maturity bonding, similar to what we do. it is a guarantee to be assured the in the event of a default, that is a guarantee. so there is a charity bond guarantee, structured differently than the sba guaranteed loan program. >> i am a big fan of marketing. let us know if you have a small business in there that we can patronize. thank you. -- in that area that we can patronize. >> i have a company here in san francisco. like all small businesses, working for the city of san francisco is difficult. cash flow is a problem. invoices' get paid anywhere from 60 to 120 days. being cash for, i do not know how that would help me qualify for a loan, but it is a problem. so my question is, where do you go, i

i do. and we plan -- we have always tried to do as homeowners and be responsible to our tenants to do the right thing. i think that is demonstrated by the amount of money and time we spend to have this done here also, our diligence with contacting the puc and calling the city and asking for assistance. yes, i understand that it is ultimately the homeowners responsibility, but i think that we look to professionals and we look to agents that have the expertise to tell us whether we are going about this the right way. in this instance, we only got the direction after the fact. commissioner murphy: you seem to me to be a very responsible homeowner. that is my impression of you. i just think you were in bad luck. you bet the wrong contractor. that is where you are today. >> when was the last time that your basement -- or problem flooding occurred? >> i believe it was last year. this is 2011. i believe it was 2010. i could have my tenant speak with you because she is the one most affected by this

you do not really get to do that when you run citywide. i enjoyed campaigning more because i had time to meet voters individually, and i loved it. i really enjoyed being out on the field. i spent all lot of time doing it. which i thought was important -- both for me because i get a deeper understanding of what people care about, and what people loved about the district and the city, and i think it was better for our community that i was out there one on one. >> what are the biggest issues for san francisco right now? supervisor kim: economic development. that is the biggest issue for san francisco and the country. our economy is not in the best place that it could be. we really do see that people want to see more jobs for everybody. second, it is probably a myriad of issues. for our district, and think public safety issues -- ranging from low-level crime to larger public safety issues. we held our first hearing on pedestrian public safety in district 6. we learned that san francisco has the highest rate of vehicle pedestrian collisions in

they do not. if you look at the numbers, the latest numbers or even look at the report on stateofthemedia.org, you will see that well over 60% of americans will cite television as their primary source of news. also, more and more americans are spending more time in transit, so they are either in their cars or on public transportation, so they are listening. the role of radio cannot be discounted either. but again, there have been many ways to try to attract young readers. more recently, have you seen the vice guides to everything? it is a cross between ntt -- mtv's "jackass" and "60 minutes," targeted at an 18 to 25 demographic, which a lot of people in this industry are trying to reach. there are a lot of things out there in terms of investigative journalism that are trying to target younger people that are very creative, but just going back to your point about not reading or getting your news online, people are very lazy, you know? a lot of us do not even want to read, do not have time to read.

seriously, how do we do it? i am not sure.one of the things that i struggled with, in particular, in robert blake's case, when i got into the case, i was determined not to get caught up in the media and to be the same person at the end of the case as i was at the beginning. i think of lawyers need to be lawyers, not try to be entertainers. you would know better. >> just so you know, i covered him while he was trying that case and desperately tried to get him to come to me during the case. i felt it was so important for the public to understand the constitutional issues that were coming up, but he rightly wanted to remain focused on the client and case at that time. so how do we educate the public while remaining true to the cause of the work? >> i was going to have a hard time controlling these guys. >> you have a panel of lawyers and you are telling them to shut up, and you are not even wearing a black robe. [laughter] by the way, putting a black robe on a suit does not give you a good judge. by the way, everything your offic

we do it. we collect it, and one thing that really makes us upset, but when they go to buy something, it is always buy it from the companies that refuse to do with, so all of the latex paint that we sell or we collect from everybody, that company refuses to do it for the city. it is a lot of work to collect the stuff and do it. if the city wants to do this program, they should at least go to their people that they buy it from and say, "please by -- please be on board, or we are not want to buy it from you. our employees will not be able to buy it at your place." everybody should participate, and the city should be using their clout to make their vendors do it. what they are doing is they're asking, just like the latex paint, the little guys are doing it, big guys are not, but the big guys are collecting the money, and this is the small business commission. thank you. if you have -- if it leaks, what do you do? you get drafts, what do you to? -- do? you take the window out, you can reglaze, put new glass in it but you don't take the whole thick and throw it away. there's -- thing and throw it away. there's no need. take them out, take them to a reglazing shop, clean up the frame, tighten it up and put it back in. it's a green building practice, too, rather than requiring you to take this 100-year-old functioning thing and throw it away and put in some temporary vinyl clad thing that's going to last 10 or 20 years if you're lucky and have to throw that away again. now, it's possible by the way to take these windows and increase the steps of the rabbit and put that thin double glaze in there. i've heard of people doing. that i've never actually seen it done but i hear it's possible. have you ever seen that done? where people put the dual glazing in existing -- >> we do it all the time. we try to -- the positive is that you cut down noise, but you can do the same thing with a lambnant window and you cut down energy loss. the problem

they are doing their job as they need to do. i am confident about the ability to reduce costs. i have seen it happen. when a hospital is able to reduce some infections to 0%, which some hospitals have been done for five years running. it is an infection you get from catheters. those are extremely expensive, tens of thousands of dollars when someone gets one of those dangerous infections. when that in fishing goes away, that is a tiny example. and we have those examples. and hospitals are showing a return on investment. i have seen a seven to one in a hospital when a patient care gets better. when the infection does not occur. a payment does not always a line with that. that savings minute of the hospital, something needs to be fixed. so that the hospitals can share and not be placed in financial penalties as they improve care. we need to work on that and the affordable care has that medical homes and other forms of payment which allow that kind of benefit to everyone when we make this care improved. let me tell you, i've no doubt whatsoever about the immense promise of improvem

i do not write content, i do not right product. i do news reporting. i do not write material to put ads around. there are some assumptions coming from this gathering that i find troubling. many years ago, upton sinclair wrote a classical study of journalism. he said that the advertising model does not work. clearly, it does work, but the main thing that is missing from what everyone has been talking about so far is the consumer. when i read long form of journalism, which i write, i print it out. when i mounted an investigation of the region's last year of california, i collected about $7,000 from individuals and parlayed it into six print journeys, seven weeklies. got a lot of national coverage. it made some difference in people's lives, but i did not take a dime from any corporation. ok? so let's talk about how we go back to the model where people who need investigation, news -- because my duty is not to reflect corporations. let us not be proud that we are moving forward because we do not have journalist unions anymore. that's going back to selling t

do you know what is going on in your back yard? do you feel like your stories being told? majority no? ok. let's go to pat with idg because you argue that there is a lot of local news in san francisco, based on the data you have done, and a lot of people feel like they do not know what is going on. can you talk about that? >> we pulled together some numbers about what is going on, and i stopped counting after 100 local dot-com's. 14 city-wide newspapers, 13 ethnic, 16 different neighborhood papers. the high schools, the special interest things, universities, tv stations, radio stations. together, those add up to 100 units of local coverage, and that is not counting all the new stock that venture capitalists like we fund in the jungle all the time. this is at some level deflowering of local journalism that happen because it is cheap to be in business now. you do not have to have a big printing press and truckers and unions and all those things. you can be right in the business in a way that was impossible in the last 25 years. i think there is a flowering going on of local

when you are struggling with the debt in your home, what do you do? he looked to get a second job and increase revenue. you look at the revenue side. we have had the highest amount of revenue profit generated by corporate america and we are not looking at an increase in the revenue side. there is a correlation between the tax cuts and tax break not creating more jobs. why do we let them decrease taxes so that it can create more revenue. why not dismiss that? it is ridiculous. we know and giving tax breaks to the rich will not create more jobs. it is insulting for us to state the obvious. they make people like me to work harder at the expense of my family. that is what corporate global is supposed to do. their mission is to affect bottom-line, profit. if they can get more out of me, which they do, i work longer hours, so they detract from my family. now i am more productive for their company, which is what they are supposed to do. their mission is to create more money. why don't we stop playing games and know that when you are struggling, you increase

what do they learn to kind -- to do this kind of stuff? >> character, maturity, physical and mental strength. i have been a student of specialty training here. the common thread is that the young men who succeed are young men who have parents who had high expectations of them. they had programmed them to finish what they start, to do their best, and they have high expectations. i found that if anyone trade runs through all these people, for lack of a better term, good parenting. >> and notice you see almost no minorities. >> that is an issue. i think it has to do with water skills. how many played in the swimming pool growing up, and how many played in the fire hydrant out in the street. those water skills have to be taught at a very young age to be comfortable in the water. with a lot of black men, they have very dense muscle mass, so they are negatively we had in the water. this can be negative when you are asked to perform in the water. they stress them in the pool. they tie their hands and feet together and have to be able to grab a bi

if you can get a better way to do it, do it. but just criticizing someone who is trying to fix a problem doesn't impress me. you've got a better alternative, put it on the floor and let's vote on it. >> chris: i want to talk about the most immediate problem, the debt limit. sometime in the next two months is going to come up and you will have to deal with. both of you say letting the country go into default would be draconian -- rather, that is the last one. would be catastrophic. both of you also say you are not going to vote to raise the debt limit unless there is some plan to deal with and to cut the deficit. so let me talk about some of the a tern tiffs -- alternatives. would you support, senator conrad, automatic cap on the deficit. not spending but on the deficit. which is what the senate majority leader harry reid is talking about. support spending, not about the tax increase, but talk about spending cuts. or do you need to see actual cuts to vote for increase in the debt limit? >> what i said and said repeatedly, i'm not

we do not expect what you do not inspect. and if you don't put into place policies that encourage -- i am not saying being a whistle- blower, but encourage proper at 6, and i think -- proper ethics, and i think greg suhr stated very properly its starts in the police academy. u.s. no other position probably in the united states -- certainly not for some of our elected officials. yet no one who gets more scrutiny and more background checks and psychological checks and an 18-month probationary period. we as law-enforcement administrators hope that those kinds of people who do not meet on moral and ethical standard, we hope they do not pass or get through. sometimes they do. i find it interesting that this is the -- it has been 20 years, 15 months, and two days since the rodney king incident in los angeles. when i watch that incident. -- when i watched that incident, it gave me shivers. what bothered me -- it was not only the people hitting rodney king -- but it was the other 19, 20 officers who stood around and did nothing. and

i think we do lose a lot of sight. in the past, district supervisor's have lost sight of the fact that we do represent sanford cisco as a whole, and we need to major in city hall that we are acting policies, laws, and legislation that will of the city forward as a whole. there are a lot of issues like that. i mentioned job creation, pensions. a lot of them are economic, but some of them are more than that, making sure we continue to have dialogue with the 49ers. that is something that is not necessarily economic but something that matters to the city as a whole. it is a big part of what i look forward to doing in city hall. >> what are the specific thoughts you have on how the city can deal with budget issues? >> i think of two things. i'm not one the things that we can raise revenue and that is going to solve out of our problems -- i'm not one who thinks that we can raise revenue, and that will solve all our problems. we need to look at what we do as a city and was services we offer. we have 26,000 city employees. our
