blush i agree that 95% sounds high, but it's not when you think about who is actually applying for docaand dopa. if you're an undocumented immigrant and in addition you have some other negative conduct in your background, there are at least two things you're very unlikely to do. first of all, you're not going to initiate contact with the government and say this is my name, this is where i live i'm undocumented and i also have this other negative thing in my background. and here are my fingerprints so that the fbi can do a background check on me. you're not likely to do that. second, unless you're independently wealthy, and not many of these folks are, you're not going to send the government a check for $465 for something you're very unlikely to receive. for both reasons, this tends to be a very self-selecting population overwhelmingly people with rock solid cases and therefore the high approval rate in no way is evidence of these solutions being rubber stamped. i would add quickly the notion they're being rubber stamped is quite a surprise to the 38,000 people who have received denial n

the national league of cities filed an amicus brief that i think said it best -- doca and dopa will fuel in cities across the country, increase public safety and public engagement, and facilitate the full integration of immigrant presidents by limiting family separation. that is from the national league of cities. [applause] thank you. from my homeland security point of view, from my homeland security law enforcement point of view, we need to encourage people who have been here for years to come out of the shadows, to be held accountable. the litigation and the decision in the injunction puts us in an untenable position. the judge does not quarrel with the notion that we have the ability to engage in prosecutorial discretion, prioritize felons over families, prioritize criminals over those who have been here and not committed any serious crimes. i want to take the additional step and encourage them to come out of the shadows so that we know who they are. the injunction basically prevents us from doing that. we're supposed to somehow leave these people in the shadows. we want to take step
