when dod decided no longer to use it for military purposes, it was originally intended to go back to the territory of puerto rico. that is where it should be. it makes sense to do it. they can do a more efficient job of actually managing it and it can be a benefit for the people. right now they have hunting and fishing restrictions that have been put in that happened pretty arbitrarily done. people of puerto rico know what they should be doing in those areas and this would be an asset to the...
