i'm cautiously optimistic about dodd frank and about the recovery resolution plan in dodd frank and there are several reasons for that. first of all it does mandate and financial institutions have now produced living wills on how they can be wound down over a weekend without imposing costs on othe other marketplaces were broadly or the economy. the first round of these things were not rubberstamped. i can't testify but regulators rejected early submissions so everybody as far as i could tell was taking it seriously. it's mandated and regulators have to sign off on them. it's an important first step because it is preparation to deal with the other problems at the institutions. there is reason for that guarded optimism to deal with those institutions act the next point where financial difficulties have arisen and that is very critical. it's not the number but there are a couple things the quality of the plans themselves and the understanding of creditors that they could lose money and more should be done about the nature of the change in the regime so that they understand whatever they make
