it's relatively speaking much smaller in volume than the market dominant side. and assuring that customers on the market dominant side were subsidized in the market. so regulatory regime was set up to say on the competitive side would be regulated unlike a price cap with ways to ensure that subsidies are occurring. every competitive product has to cover its cost. every product collectively have to kick into the overhead at a percentage that the commission sets. and the commission looks at that not only regularly, but annually. at the end of the this week, we have an annual compliance report. are rates and fees setting law. are service standards being met? we report on that and can order the postal service to take corrective action. as part of that separation, the law said on these competitive products, they are operating in a commercial marketplace and the commission needs to provide protection for information of a competitive nature as the commission gets it, set up rules, much like a federal court would do. the commission set the rules up. about 2008 they took

so high pressure will dominate the weather tomorrow. we start off in the 20s. temperatures will rise into the 40s with plenty of sunshine but then here we go. low pressure to the south moves into some cold air. we see snow accumulating on the grassy surfaces especially at the start. so you won't notice the accumulation that much. treated roads they will just be wet. now, future weather shows the snow moving in from the south and the west. you see rain through south jersey where it's still warm. after the 9:00 o'clock hour, we see some rain in south jersey some snow to the north and west. right around noon and then a little batch of snow moving through in the afternoon. still rain to the south. and then it moves out by about 7:00 o'clock with rain making it into philadelphia and the i-95 corridor. snow amounts well work to 4-inches avenue slushy accumulation to the north and we have. the poconos -- to with colder temperatures four to sick inches of snow. along that i-95 corridor one to 2-inches and then of course less than an inch a coating to an inch through so
