but i have to ask you this question, don clark. according to the police reports, one of the victims said that she became pregnant, and was made to have an abortion at age 11 1/2. so if that's true, the first thing you think of is who performed an abortion? if a doctor was called to perform an abortion on an 1 11 1/2-year-old, that doctor would call cops. so that raises the question, did they do some kind of horrific home-made abortion, and if so, are they looking for fetuses possibly when they're digging up these ground? >> yeah, you know, jane, i think they're going to look for all of that. and they certainly are going to be looking to see if there was some type of home-grown abortion, which very likely that it could have been. but i can tell you, there are going to be a group people like i used to be that's going to form a task force, and they're going to look at this from bottom to top. and they're not going to just stop at just what's taken place now, because it's too much out there now. and they're going to have to really deve

you know, don clark, how far could cops go? i've heard in the phillip garrido case well, they didn't need a search warrant to go inside. now i'm hearing in this case they couldn't go inside. it seems like the rules, that's part of our problem with our criminal justice system, the rules are different every state, every municipality, nobody can figure it out, probably even the law enforcement officers can't figure on it what they're supposed to do. >> you know, it is different, particularly as you go from state to state. the federal is probably a little bit more consistent but the bottom line is, jane, is that they've got to figure out that sending somebody to these places and just having them to do a check, what does that mean? we're living in an electronic state today where we can find anything. let's use that ability to keep track of these people and where they are going and record it that way. >> i want to get to this because this is the most important. are any of the victims inside sowell's home women who were reported missi

so, let me ask this question, don clark. why are we always talking about modifying the behavior of women? why don't we talk about modifying the behavior of violent criminals? >> jane, i couldn't agree with you more. and whatever that will person just said about corrupt system, corrupt system or not has nothing to do with that type of behavior that causes people to attack and murder somebody in the ways that she is things take place and abuse these women. here's the other thing too is that we also should be proud and happy and try to continue people to enhance the law enforcement capabilities. i mean, with dna, with scientific efforts with, technology and all of these things, it is enabling the law enforcement community to reach out beyond their borders and take and try to help solve some of these crimes. >> you raised dna. it will linked vance to another attack, the rape of a teacher 100 miles away. kristin edwards was brutalized in her home in april of 2008. here she is on abc's 20/20. >> knowing that the person hop attacke

joining us to talk about it, we welcome back special agent in charge don clark and michelle, an investigative journalist. michelle has been on the ground talking to cops investigating this case. michelle, you have a development yourself we talked about. let's get everybody up to speed about surveillance footage that could be key in this case. what do we know? >> there is a woman by the name of barbara davenport. she is a former investigator for the local sheriff's department in that area and she's now the manager of the mobile home park. she works very hard and i quote, she says, i've worked my butt off for six years making that a decent place for everyone and she's also done that by installing surveillance cameras throughout the mobile home park. there are four cameras. let me give you kind of a bird's-eye view, so to speak, as to where the cameras are. one of them is actually facing toward shaniya's resident. there's another faces outside and one that has cars that watch that go in and out and there's another overall view of that mobile home park. if you check out my website, i do have an i

joining me to do just that, don clark. also with us, anita kay, criminal defense attorney, former prosecutor. we're joined once again by michelle sigona with her own website, michellesigona.com. let's hit this from the top when we talk about possibly new charges, jurisdiction worked out. where do we stand on that? >> right now, hopefully by the end of this week, investigators will be able to figure out which jurisdiction these new charges will come from, and if in fact they are murder charges. there are two counties involved here. cumberland county and lee county. the initial charges did come from cumberland county. since the body was found in a different place, the new charges, the ones that we've been waiting for to come out for the last couple of days, may have to come from lee county. investigators met with the district attorneys from both offices yesterday for four hours, and they had another long meeting today, to be able to comb through all of the evidence, all of the past crime time line in this particular indicati
