don don. you've had some pretty interesting insight to this all day. who is the e.u. going to be after? who is going to be on that list? >> i wish i had the list, but we know there's about 130 people and there are going to be people very close to president putin, including his right hand man, who was the head of the presidential administration, he's long been the right hand of president putin. also now one of the world's largest publicly traded oil companies and the head also of gas prom, alexei miller, one of the largest companies in the world. they carry the gas from russia through ukraine to europe. they are part of this list of 130 people or so. doesn't mean that there's going to be owl of the 130 people targeted, but certainly that is the list they've been looking at on the e.u. list of prominent russians to be hilt by asset freezes and travel bans on monday. some of the others on that list include rich oligarch, members of russia's parliament, the duma and army generals. will it work? from the inner circle, knowing it well, it will work if the right people are targeted. >> the people calling themselves part of the inner circle. it will be absolutely untouched and effective measures. >> i think if you listen to the interview a bit further on, i was struck by he said that putin wants to return to the soviet union, that he sees any sort of compromise as weakness and he's not willing to compromise at all. >> you mentioned the duma, oligarchy, the generals. what's the fallout of the economic sanctions going to be, how is that going to hurt putin and russia economically? >> they're going to take action also against american and european firms in russia, but clearly russia is much more exposed and isolated, so it's going to cost them billions of dollars. already in the falling market, businesses will have trouble getting credit and those with credit are having american banks and banks like credit swiss restructure lending now including possible margin calls. some of the russian money is moving back to russia, some going to asia, singapore and hong kong. this week $105 billion in u.s. treasury bond holdings mysteriously moved away from the fed and it was likely the analysts in the know saying it was the russian government moving its u.s. treasury holdings offshore. the russian economy is going to get bruised and battered in this. >> reporting from london, take that thanks so much. voting is underway in serbia where 6.5 million people are heading to the polls to elect a new parliament. the ruling party is widely expected to maintain power thanks to its popular antti corruption campaign and efforts to join the european union. >> syrian rebels and assad forces continue to fight over the city of yabroud just north of damascus. rebels have been using yabroud to move weapons from lebanon into syria, making the city strategically important. we have the latest and a warning, some of these images in this story are graphic. >> rebel defenses are crumbling in yabroud, short of ammunition and reinforcements, major armed groups have left the city north of the capitol of damascus, leaving behind the bodies of dozens of fighters who were killed in the intense fighting that has been going on for weeks. now, if the syrian army backed by hezbollah fighters who are in control, seen here clearing areas and moving to the center of the city. most of the rebels are believed to have retreated to neighboring towns. >> most of the city has been destroyed, all kinds of rockets and rash bell bombs have been used. the town has been turned into a pile of rubble. the world has left us alone and the situation of the civilian is catastrophic. >> yabroud was a major rebel strong hold in the mountains. it was also a crucial weapons transit route. war in syria is shifting in president bashar al assad's favor, his army backed by air force hezbollah fighters, militia's from iran and iraq are launching a major offensive across the country. by recapturing yabroud, they control most of the border areas with lebanon. the army is also consolidating grip on hopple's province and the a battle underway in a major supply route for the army. a wave of air strike and shelling could be a sign that the army is determined to win the war in the north. the opposition says without advanced weapons from their western and regional backers, fighting will continue for many years and more people will die. aljazeera. >> the search for the missing malaysia airlines plane has expanded, with 25 countries helping in the search. investigators say the flight was deliberately steered off course with all 239 passengers onboard. we report from kuala lampur. >> inside this gated community is the home of the airlines captain of malaysia. police ever searched it, interviewed his family and examining the flight simulator the captain kept in his house. his friends were quick to defend him. this is a tribute posted on you tube. most of the comments say they don't believe he could have been involved in the plane says disappearance. >> because i know him as a person that cares for people and was responsible in his job, and if anything were to happen to the plane, he would make sure that everyone else, crew and passengers, their w welfare's taken care of before he took care of himself. that's the captain that i know. >> the co pilot's home was searched by police a day earlier. they say the captain and co pilot did not ask to fly together. he was also alleged to have invited female passengers into the cockpit on a flight in 2011, and was said to be smoking onboard. a neighbor, who only wants to be known at ms. n. describes him at courteous. >> i just can say that i hope all the news doesn't want to expose how bad the pilot, no, because i think this is not because of the pilot. i think no one wanted this to happen. >> one of the passengers onboard the missing flight is an aircraft engineer on his way to beijing for work. his father said he hasn't been questioned by investigators, and pleaded for an end to all the speculation about who might be behind the disappearance. >> give time to the government to investigate all angles of this case so it can bring all passengers and the plane back safe and sound. >> investigators are now waiting for other countries to furnish them with background checks on non-malaysian passengers. >> police are looking closely at the crew and passengers onboard the flight, and engineers who may have had contact with the aircraft before it took off. >> this means the list of potential suspects has grown and there's still no indication of who may have come to command the plane and why. >> naval officers are scanning the ocean for debris for missing malaysian airlines flight 370. each item they see is scanned and investigated to see if it might have come from the aircraft. two helicopters are aiding in the search, but nothing has been found. >> as the search enters its ninth day, fatigue is a factor for the search crews. we asked commander marks with the u.s. navy how concerned he was that they may never find this plane. >> i'm very concerned, first and foremost for our sailors out there. we have about 700 u.s. navy sailors and we have to watch very carefully the fatigue level. we sent out grief counselors and chaplains to make sure that mentally they're doing ok and physically, too. you can't operate equipment 24 hours a day and you can't push people to work 24 hours a day, so we're very concerned about the fatigue level, watching it closely. that's where we are right now. >> you may not people it right now, but spring is in the air. how little investment and hard work is changing lives in the northwest. >> a unique program in portland, oregon trying to bring out the soul of the city. we introduce you to the city's creative laureate. >> it's about concentration and creativity. this class of seven and 8-year-olds have been handed some very expensive cameras and taught to have fun. all are helped by julie who holds the grand title of creative larr i can' laureate. this is the first place to have a creative laureate. the portland experiment is being watched closely across the country. >> this is just one initiative pushed by keith to stand out for the creative community. she receives just $5,000 a year. she insist it's not just about the arts, creativity can spring from anywhere and benefit the entire community. >> i hope that the role of the creative laureate is to talk about why creativity is important in a community, why art matters. >> portland is a thriving creative center. the northwest city passed a new $35 tax to help fund and promote art in schools. at a time of budget cuts, that's normally one of the first things to go. the idea for a creative laureate came from sam adams, former mayor. he wanted to leaf a legacy, something that would outlast him. >> i hope every city, states, the united states steals the idea and appoints and names their own creative laureate. i think that all boats rise when every community has an advocate for the creative pursuits, for artistic pursuits. >> for the children at the school, they may not be sure of the political argumentive benefits or funding arts on the cheap. they're enjoying themselves and parking an interest for the future. >> i've been taking pictures of doggies. they're my favorite. >> i like that you get to see some things that are interesting to you. >> they can see the results that can develop their skills. that's something they'll never lose, the creative laureate creating a legacy. >> spring is in fact just a few short days away. let's turn to julie for more on that. >> i'm ready for it. it feels like spring in the southeast. they have severe weather. april and may is when we see that ramp up. across portions of alabama yesterday, the target area was louisiana, into eastern texas, but this front continues to slide along the i-10 corridor bringing heavy, saturating train southern pores of georgia, also southern portion of alabama where we have a tornado watch in effect all all the way into the florida panhandle. you can see these storms, that line of storms, that's a squall line, indicative of the fact that we've already seen damaging winds over 65 miles an hour. that is certainly enough to bring down frees and power lines. this tornado watch is in effect across southern alabama, far west and south portions of georgia and florida panhandle until 5:00 today. we'll monitor the chance to see damaging winds and tornado witness and hail. conditions are favorable to see tornadoes develop, but we're looking at warnings right now, severe thunderstorm warnings right around the tall hat see area. you need to seek shelter and stay off the roadways if you can. the rain will continue to push across the eye 10 corridor, make its way across the corridor later on. the ping band is ice. there's colder air to the north. if you're traveling tomorrow, 7:00 in the morning, we're going to have a slow go around i-95 around washing don d.c., baltimore, into portions of the virginias. be careful traveling there. we're talking about three to six inches of snow, so it's probably hard to believe if you live in this area, but again towards the south, the severe thunderstorms are what we're going to be monitoring throughout the afternoon and day, so be careful if you're traveling there. morgan, back to you. >> coming up on aljazeera america, a look at our top stairs plus a hungry bear, a camp site full of food and a tent filled with sleeping campers. a zoo puts one of its most popular attractions to work. look at him go in a very powerful demonstration. >> good afternoon, and welcome to al jazeera america. polls in ukraine's crimean planes close in two hours. russian president vladimir putin told german chancellor angela merkel that he is not backing down. the lebanese army said syria conducted multiple air strikes where the government is going after rebels. they've been battling over the town of yabroud for the past few

don lemon starts right now. don lemon starts right now. >> this is cnn breaking news. -- captions by vitac -- www.vitac.com >> this is a cnn special report. the mystery of flight 370. we do have breaking news tonight. the search for flight 370 has been suspended at least for now. gale force winds, large waves and heavy rain making it too dangerous for searchers. malaysia airline letted families know they now believe no one survived the flight but there is not one piece of solid evidence that the plane even crashed. there are more questions than answers tonight. we have top aviation experts standing by to answer your questions. like this one, how can the malaysian government declare it went down in the indian ocean without solid evidence? could be anything hijacking gone bad, mechanical, pilots, pirating, sabotage, need to find plane first, if it did crash. and straight off the top i want to go to cnn correspondents for the latest. first, the search operations suspended for today. how bad is it out there? >> the weather is simplyoo dangerous for anyone to fly in that area. it is simply the waves too high for any vessels to get out there by sea. that's basically the word from the australian military. we cannot risk lives to try to find this debris. as desperate as they are to bring the debris back. the families need proof that this plane did go down. that is really driving the men and women who are getting into these planes and are at sea. but unfortunately today the waves are 6 1/2 feet tall. the swells, 13 feet. but it is generally the cloud cover, visibility at 200, 500 feet. simply too dangerous for the planes. >> why would malaysian airlines tell the families of the passengers that their loved ones are dead when they don't have physical evidence at this point? >> when looking at the satellite data, it appears that this is the only answer and that the satellite data is showing that the plane must have gone down in this region. and then we're certainly seeing all the activity here over the last week or so, it appears all the governments are agreed that this is the area that the plane must have gone down. there is nowhere to land. if the satellite tracks this plane into this region, it is incredibly desolate, there is no other option and that's what they are operating on. the governments here looking for debris. >> stand by. we're going to sara sidner now. how did the families respond to receiving news that none on board survived and they got that by text message? >> some of the families got those texts but they were all being told there was going to be a briefing. it was an emergency briefing, sort of the first time they had something happen like that. these briefings have been quite regular. when they got that information and when we heard the information was coming through, everybody knew that something big had happened. when the families heard the news one burst out of the room and crying why, why, why over and over again. another family member came out asking where is my son? where is my son? so these families have been through so much. one was so overcome with grief she had to be in a wheel chair and wheeled out of the briefing. there were beds being brought into the briefing because families just could not get up. they could not walk. it was just too much for them to take. it has been a real emotional time for these families especially because for 17 days i think many of them and when we asked them they still had hope. they still believed it was possible that their loved ones were alive on that plane somewhere because there was no evidence to the contrary. but to hear from the government that they believe this plane did end in the indian ocean and that no one survived, that was too much for many of the families to bear and they just broke down. >> i can't imagine. it's too much to watch. i prefer we not show that video but it shows what these families are going through. and the malaysian inspector general says that the police are focusing on four possibilities. the question is, why not catastrophic mechanical failure? how can they rule this out, sara? >> well i talked to a source who is close to the investigation and the source says the thing that has really captured their attention is this turn that was made. the source said basically when the turn was made it takes about two minutes for an aircraft of that size, a 777-200 to make the kind of turn the angle of turn that there more mh-370 made. when that happened, there is two minutes time and there is an emergency button that can be pressed if something was wrong in the cockpit. if they didn't have time to communicate with the air traffic controllers they had time to quickly push a button since it took two minutes to do this deliberate turn. they can't understand how it is possible they didn't have time to press a button and send an emergency beacon out to the air traffic control in hoe chi ministry or back here in malaysia. that's one of the reasons i think there is a sense in the investigators mind this was a deliberate act. who did it? no one knows. why? no one knows that either. and where, oh, where are these pieces of the plane if they are in the indian ocean. >> and where are the people on board? richard quest, i will have questions for you in a little bit. i want to check in with martin savidge. he is in a 777 flight simulator. martin we have a twitter question from kyle and it's about the 370's flying altitude. why did it drop below 2 12 -- 12,000 feet and fly for seven hours? >> one of them the plane descends and the plane turns. in one way it looks like an emergency and another way it looks like something else. >> we still don't know what happened to flight 370. and we have not found any part of that plane. i'm back now with richard quest and cnn aviation analyst miles o'brien. jeff wise, arthur rosenberg, also mary schiavo, an attorney for victims of transportation accidents. captain bobby skoaly, richard, despite what malaysian authorities are saying are we any closer to finding this plane? >> we are a lot closer to knowing the whereabouts of the aircraft. what the inmarsat evidence today along with the aaib and what we learned from the malaysian government is we can rule out the northern corridor. this plane went down in the southern corridor and by the words of the inmarsat, in the south indian ocean. >> mary, can you remember a time when a conclusion was made about a plane crash without a known crash site or any debris found at all? >> no, i really can't. and also i can't remember a time when the conclusion was drawn this early. in fact, the ntsb is usually criticized for dragging things out much longer and having a series of hearings. this is rather early and to narrow it down to those four potential causes with no evidence is irregular, i link. >> a similar question to mile o'brien, miles, it is unusual to say something happened and to say the plane is missing and they -- it's in the ocean. and still, no physical evidence of this. >> everything about this investigation has been unusual by comparison to what we're used to here in the u.s. just the fact that the chief spokesman for the investigation is the prime minister of the country. what is his expertise in conducting investigations into plane crashes. it has been a completely opaque investigation all along. there is information that would reteenly be released in the course of an ntsb style investigation. this is just another part of a pattern, really. >> do you disagree with him? >> i would venture not to disagree from miles o'brien except for this, the prime minister of australia, tony abbott made an announcement to the house of representatives, originally. so are you saying that is another example? >> that's a bad idea. it's a bad idea to have politicians running to cameras to explain airplane crashes, period. >> i do agree with that. had he not said we have this credible evidence which we have not found yet raising the hopes of the family and people around the world -- miles you disagree with that? >> absolutely. i think it's a question of expertise. and you know, here's an important question we should all be asking here. if a country like malaysia wants to fly something as complicated as the 777, shouldn't it demonstrate to the world it has the capability of investigating an accident? should god forbid it happen? and if not maybe there is a memorandum of understanding with another country in this case with australia or new zealand who has the capability in this regard to take over these investigations and run them in a systematic way. the whole world is interested in this. it's important that we collectively help the malaysians out. >> there are other people on the panel whose voices need to be heard including jim tilmon. i want to ask you this from joy. i don't understand how if a catastrophic mechanical event the flight flew on for hours. how could it fly? the flight flew for seven hours. it doesn't mean it flew in a direct pattern. we just don't know in which direction but it's that's a great question, jim tilmon. >> is it a great question and there are lots of little bits of this information that have been left by the wayside. all this business about changing altitudes from whatever altitude up to 45,000 to 23,000 and settling on 12,000, all of these things, you know, we need a definite time line that we can slice up just this much time and that much time, this happens there and this happened there so things begin to make some sense. we are running a highly technical situation with reduced common sense. that's a mistake. >> captain skoaly, you investigated the crash of twa flight 800. what do you believe happened? >> it was a completely different scenario with twa flight 800. i see so many differences. like they were saying before. we had ntsb as the lead agency in that investigation. we had many organizations cooperating. the u.s. navy was cooperating with ntsb and we meticulously set out and did the search and started out at a rescue mission and turned into a recovery mission and brought back as many -- as much of the aircraft as we possibly can work with the faa and t with wa and ultimately, put together the full investigation before there were any -- before they came up with any estimates of what happened to the aircraft. >> but that is here in the united states, captain that that happened. and if you are going to fly airplanes like the 77 you should have accountability and now how to investigate if the worst of it happened. we'll get back -- >> you can't. >> the search for flight 370 is suspended today. we are not much closer to answers, exactly where the plane is. the search is on for 176 people after a devastating mudslide in washington state. that's next. gunderman group is a go. yes! not just a start up. an upstart. gotta get going. gotta be good. good? [applause] >> well, thank you. great to be here with my friend diane. hey, david. i see all these friend in the audience. it is really wonderful to see all of you. i went around the country last year giving a talk that washington was looking pretty good for investors and people in the audience looked at me like i was on drugs. i said that all year last year and i will say it again this morning. i think the three big themes in this city are very, very positive for the markets. you probably know what i'm going to say but i will quickly point out that there will not be a crisis this year in washington. both parties are determined to avoid one. there won't be default crisis or a budget shutdown, nothing like that for at least another year. secondly, i don't have to tell this group, it is such a sophisticated group, people like diane and stewart know this is one of the most dovish feds in our lifetime and i don't see that changing. and in my business, seeing institutional investors, there's a phrase that is a gospel, that is, you don't fight the fed and i think the fed will stay extremely dovish. diane's right, i work with don kohn and i think don would agree. if we get a really rotten unemployment number on march 7, i think possibility of maybe doing 5 billion instead of 10 would be on the table. i'm not going to predict it but i do think that despite all of the media hype about a divided fed, you look at the power in this fed and it's all dovish, whether it is bill dudley, yellen, you go right down the line. rosengren, evans in chicago, this is a very dovish fed. i don't think that will change. i think that is second positive theme. the third positive theme people just around the country just do not acknowledge and really do look at me like i'm on medication that i tell them the deficit is falling and falling pretty sharply. i think this move fiscal restraint is grossly underappreciated. i will talk about that in a minute or two. this mood of fiscal restraint will persist as long as one thing continues, that is republican control of the house. i will leave it to dr. cook to give us his analysis of where t

don lemon, joining me on the telephone, my colleague, who is also reporting from the scene. don, i'm not sure how close you were able to get. i'm at a location, 116th and madison. what's your vantage point? >> ashleigh, i'm right here, i'm at 117th and park, looking dead at it. and i have one of those masks that they have been actually nypd actually handeded me a mask. the only reason i'm able to stay here, i'm at the community board manhattan office, i just had a council woman here to put on the phone with you but she has to run off to a press conference. and she gave me an update. she said when this happened, all of the council people, the speaker, the office of emergency management, everyone was contacted immediately. they updated her. and what they said -- i asked her specifically, i said why are they frantically -- con edison, the power and electric and gas company, why are they frantically trying to get to -- they're using jackhammers to dig into the ground. and she said because they told them two things they were concerned about. one, that it was some sort of criminal activity, something nefario nefarious, and number two, a gas explosion. at this point, they're leaning towards gas explosion. and she said -- so they wanted to take everyone on the block, two blocks out, and move everyone out. so the first block, the 100 -- 1500 block of park avenue, they moved everyone out of that block after the explosion. you couldn't stay there if you wanted to. and then the 1600 block, where i'm standing on the corner, which is between 17 -- 117th street, they started moving people out. they came in, police officers, every building, saying listen, we have to get you out of the building, knocking on doors. and they also had masks for them. and the only reason i was able to stay, they recognized me from cnn, the councilwoman pulled me into the community board and started giving me an update on the situation. i had had a gentleman here earlier, ashleigh, who witnessed the emergency personnel taking people away. mr. lowxanno, who owns a tax company just a half block away from this explosion. he said he had just parked his car right in front of this building, which is a church and a piano company. he said he had just parked his car there, walked to his building, put the key in the door, as soon as he put the key in the door, the explosion happened. he got -- opened his door, fell into his building, and debris started flying everywhere, people started screaming and rushing around. what he said, he heard two explosions. i don't know if that was the first explosion and then he heard a reverbration. or if it was -- indeed two explosions. and he said he immediately fell to the ground and then got back up and looked out of the door and then he said he saw people rushing to help. and then he said almost immediately there were emergency personnel on the scene. so right now, because i think i'm a lot closer to you. i'm just going to explain to you -- i stand on the corner of 117th street and park avenue. i see a number of different fire trucks. i see people on that metro north train track which is a huge commuter rail system in this area. i also see people on the other side of park avenue, which is a huge avenue. double avenue here. you've got a big median down the middle and the train track runs down the middle. there are people from the nypd on top of the buildings and people from the fire department also on top of the building. people on the railroad track. and then two hook and ladder trucks very near the scene. and there are members of the fire -- a backhoe pulling the debris, bricks, out of the building or away from the building. and there are firefighters with their hands removing bricks and i would imagine they're digging through the rubble and looking for people, ashleigh. and again, the smoke still pouring out of that building. >> reporter: all right, don lemon reporting live. get back to us with further details, if you could. as don is reporting, i can see the wafts of smoke and ash coming by. it is thicker than it was when i first got here. it is getting hard for a lot of the people who are outside, a lot of residents pouring out of their buildings. mayor de blasio is here on location, getting ready to give a live news conference. we'll have live cameras trained on his most recent update with the latest information. as we know now, if you're just joining us two, people dead, two women, according to the nypd, at least a dozen more are injured. the last count was 17 people injured. the injuries, we are told, many of them minor. but we don't have a full picture yet. and it is unclear as to whether they have been able to account for everybody who has either been hurt or god forbid, killed in this very intense explosion. a gas explosion in east harlem. we'll take a quick break here on cnn. >>> this is ashleigh banfield, reporting live in
