[laughter] in fact rumsfeld puts his finger on it in this important memo. it is a very short memo but he raises this important question in and the question is this. are we with their operations now and again this is december 2003 in iraq, are we creating more militants then we are taking off the battlefield? and if we are, we have to look at this whole campaign against a new enemy in a different way. again rumsfeld for all of his flaws, had a vision here. he had a problem and it wasn't being addressed. you expand the problem and that is essentially what he did. starting with his top military advisers, this is really one of the first times where the government is starting to look out from that kill and capture mentality. so what we do in the book is look at the evolution over 10 years where the government goes from knowing very little about al qaeda and terrorist organizations in general to where we stand today with a pretty detailed knowledge of its leadership,
