a man named dondy johnson was arrested for public urination.he, too, died of a spinal injury after being in the back of one of the vans. it was proven in court that the police had responsibility. they won a $2 million judgment. it got broken down to the $200,000 limit. do you see this case going in that direction? >> i think case clearly will go down that path in terms of civil liability and the $200,000 cap because the police have already acknowledged and recognized that he should have had a seatbelt on in the van and that he also asked for medical help. that's different because in this case he was asking for medical help about asthma, which is obviously not ended up having him die. there will be civil liability. the bigger question is what are they going to do. there is a historical distrust between the police in baltimore and the community in baltimore and that has to be addressed at some point. >> former attorney general doug gansler, we appreciate your time discussing the case. >>> we are going to check in with surae chinn. she is in annap
