joining me now, cnn political contributor and democratic strategist, donna brazile, and chairman of theh of you. >> thanks for having us. >> good morning. >> well, this question has generated a lot of response on my facebook page this morning, and people are angry about the iraq war. so i'll ask you the question, first off. what have we learned from the iraq war, amy? >> well, i think that history is still being written, and there's probably more that we're going to learn. but one of the biggest things is that no matter what the advertised price is for going in somewhere, the government's going to spend more money. i believe that we have looked -- we have studied how counterinsurgency works and we've developed technology to be able to deal with that better. and i think some of our technology has also improved, in terms of drones, biometrics, i'm sorry, and medical prosthetics. but i think, at the end of the day, you know, history is still being written and you can never have enough intelligence as well. >> that's for sure. donna, i want to ask you that same question and i want to read y

welcome to both of you, along with donna brazile, peggy noonan and "nightline" anchor terry moran. a.m., the senate passes a budget. the house has already passed a budget. very stark differences between the two, everyone waiting for president obama to weigh in on this. i guess my question to you is, despite those stark differences, do you see this as the beginning of negotiations toward a compromise? >> i frankly take this as a constructive sign. it gives the guidelines for the senate to go pass appropriations bill. under what's called protection. they don't require 16 votes. and this sets up, then, the normal flow of congress. with house passing the budget with less spending. senate democrats passing a budget with more spending and

. >> donna brazile, interestingly, her first message since stepping down as secretary of state. >> absolutely. it echoed something that she said at the u.n. gay rights is human rights. this is a big moment this week, two big cases. a moment for the country to finally get on the right side of history. dr. king said that the history of to world is long but it always bends toward justice. a moment to look at the proposition 8 in california, and to declare it unconstitutional and also to repeal doma. these are two big cases. and it's going to have a major impact. >> terry, you cover the supreme court for us. it seems to put two justices especially in an interesting position, justice kennedy, the traditional swing vote for the justices. but maybe, even more chief justice john roberts, 58 years old, likely to be chief justice for a long time. you see how support for gay marriage has surged in the last year. even if he personally may be against it, he's likely to look and see, 10, 15 years, still sitting on the bench, it's going to be 70% support in the country. >> there's an institutional challenge

you are starting hear, you saw the donna brazil tweet i can't believe my insurance company just raised my rates. bad things are going to happen as obama care goes into place. it's not like medicare or social security where you get a check in the mail. bad thing will happen. you won't be able to see your doctor. you'll be thrown off your insurance plan. i still have hope we can repeal obama care and have a competitive system in health insurance. >> talked to paul ryan about this, okay, earlier this week. you know guys like ryan they are holding the line. i want to go back to this point. i think the republicans did the right thing in holding down spending on the sequester. the stock market had a big pop over that. i really liked that. second point, business is getting better. not washington. business is the reason why stocks are getting better. but here's the thing, go back to your obama care. >> don't worry, washington will stop that. >> i don't think so. see, i think the republicans are back now in their mold where they are most effective of stopping the bad stuff and then trying to pu

so i don't know if you know who donna brazile is, but she's someone who ran al gore's campaign. for anybody who's been following this, her comments this past week were kind of funny because she had, apparently, gotten a big increase in her private insurance premium for health care, and she had called up her provider saying, what's going on? why did i get this big increase? [laughter] and, you know, here's the deal with that, and that is the president becauseically promised the private health insurance would be able to offer a lot more services and lower their costs. well, if that was true, we wouldn't have to man kate them -- mandate them to do that. if i could be a consultant and go to a company and say, look, i have a way that you can offer your customers a lot more different services than they get right now, and it'll safe you money, they would pay you for that advice. you wouldn't have to force it on them. in the very fact that so many insurance companies objected to these regulations should tell you whether or not they actually expected to be saving the money or not. now, w

joining me now, donna brazile and amy ceremer. welcome to you both. oming out and saying we favor same-sex marriage? where have they been? >> i think they've always supported equality for all americans under the law. they've always supported equal rights for all americans. the fact that they're coming out today or came out last night, it didn't really matter. what's important is that they're embracing something that should be just simple. we're a country of laws. and the constitution clearly states and affirms equal justice under the law. so i'm proud of them. i'm glad they're here. and one last thing, carol. in 2004, only 32% of americans embraced gay marriage. today it's 58%. among young people, 88% according to the latest abc "washington post" poll. so clearly public opinion has changed and the country is ready. >> amy, some people believe that it doesn't really matter what the u.s. supreme court rules because as donna says, the tide has turned. there is no going back now. >> i think that regardless of what the court rules, we haven't heard the end
