good morning supervisors i'm donna leavitt and i head the office of labor standards enforcement. and i have reviewed both ordinances and we at the office are looking forward to enforcing another ground-breaking ordinance, that will be a model for the rest of the country. and we have done this before and we can do it again. regarding the ramp up period that has been discussed i think that the 120 days that is in the ordinance and 120 days after the effective date, is doable, honestly i think that 6 months will be better, i would prefer, unlike they would say that in the first year olsc can issue warnings but can't enforce the ordinances would i prefer that there is an operative date and as that have date we can enforce, particularly, we don't want the workers coming forward and risking retaliation if there is nothing that we can do for them so, ij that six months would allow us enough time to do the out reach and education. to hopefully ramp up staffing in my office, so that we will be able to enforce this effectively. >> supervisor avalos has a comment. >> thank you. and i am con

finally, i would like to thank, donna leavitt from the office of labor centers and the offices for the ose office for helping us to refine both of these ordinance as. in san francisco we have been experiencing an extreme economic crisis for working families with inequality growing at one of the fastest rates anywhere. this is due in part to the influx of higher income professional workers, particularly in the tech sector, but it is also due to the steady growth of workers in low wage, service sector jobs and the poor quality of these jobs, thousands of part time workers don't just live, paycheck to pay kak, but also hour to hour because of abusive on call and lack of job equity for part time and on call workers. our communities have been grappling with these economic challenges including the spike in housing costs and the displacement of low and moderate income earners of our city and residents. and members of my family have worked for large retail chains like the gap, starbucks and others, and have based abusive on call schedule and lack of hours and no predictable scheduling >> we ha

formula retail business and my suggestion is that we amend the operative date to be 6 months out as donna leavitt mentioned and we add a 6-month ramp up period where the employees are given warnings and before being issued notices of violation and this is comparable to the box legislation and the family friendly workplace ordinance that had a one-year ramp up period and i suggest that we have that period and so that olse can really figure out how to implement this appropriately, and move that forward. and then, third, and this is something that i wants to have the discussion around and i do think that the hospitality ordinance which we just passed a few months ago had a staff retention requirement for 90 days, upon the sale of businesses with the over 200 employees and my suggestion is that we use that same 200 employees standard in our ordinance to be consistent with that and which i think will capture the types of corporations that are the national formula retail chains that we are talking about. and i will also mention and i appreciate that there are employer advocates that will prefer there t
