. >> reporter: doreen diaz, the mother who inspired the movie says she tried for three years to workwas stonewalled. >> the superintendent at the time, i had gone to him with the issues and talked to him and his solution to me was only ever if you don't like the school or you don't like the teachers, you can change schools. >> reporter: she rallied other parents to enact a little known california law called the parent trigger law. if at least 50% of parents at a failing school sign a petition, they can take control and either bring in new staff, modify teacher contracts, convert the school into a charter school or shut down the school entirely. to successfully pull the trigger, doreen reached out to ben austin, founder of the education advocacy group parent revolution. >> it's not about these false choices that have gotten us into this mess in the first place. are you for charter schools or district schools? are you for teacher's unions. it's about giving parents some power fundamentally. >> reporter: with ben's help doreen and the parents were able to shut down the failing school. t

pat, no wonder. >> reporter: doreen, a lot of concern here. two teens murdered 21 days apart. it has people looking over their shoulder. in two separate incidents, two prince george's county high school students murdered in the last three weeks. 18-year-old marckel ross, a junior at central high, he was involved in modeling. gunned down as he was walking to school yesterday morning. 17-year-old amber stanley, a senior at flowers high school. she, too, happened to be a model. gunned down inside her home in kettering on august 22nd. police say they have no evidence these murders are connected. no evidence the victims knew each other. the fact they were both models perhaps is just a coincidence. there are no motives established for the murders. but the murders of these teenagers have many other teenagers on edge. >> it's just very strange. now kids can't just walk home, go to school. it's terrifying now. >> stuff is happening at central, stuff is happening at flowers. all over. it makes each one of us think, okay, am i going to be the next person at this school, or that school to

>> reporter: doreen, it certainly is a lot of money. i had to ask the council member how could someone allegedly steal more than $100,000 from his campaign, a campaign worker, and not know about it? he said he was looking at campaign reports but not the bank statements. when he did, he realized something was wrong. he called it a violation of his trust and said it points to the need for more controls. d.c. councilman brye michael brn for the first time revealed that more than $113,000 was stolen from his campaign fund. when he diovered the missing money in june, he said he fired his campaign treasurer and reported the theft to police. the former treasurer has not been charged with a crime. >> the person who embezzled from the campaign was someone who had been working with me for more than half a decade. it's someone that i had extreme confidence in as well as many members of elected officials not just here in the district of columbia but in this region who this person had worked for. clearly i was wrong to have trusted that person and i

. >> and i'm doreen gentzler. a man linked to several sexual assaults more than a year ago seems to be back at it. news4's pat collins is live at police headquarters, where officials are trying to get the word out. pat? >> reporter: it's been more than two years. he's still at large. it appears this most wanted sex offender is back at work in the germantown and gaithersburg areas. we first encountered him in june of 2010. father hurley boulevard, germantown. he breaks into the apartment of a 68-year-old woman, sexually assaults her and then he escapes. about two months later, right across the street at the churchill senior living center, he strikes again. this time the victim, an 86-year-old woman. so brazen is this man, that in january of 2011, he went back to the first victim's apartment, broke in for a second time, and sexually assaulted that 68-year-old woman a second time. we spoke to her. >> i am determined to do everything i can to see to it this arrogant little twerp doesn't get away with it. >> reporter:

>> reporter: doreen, an incredible crime. to defeat the burglary system here, this would-be thief actually yanked the electric meter from the house. police trying to extract fingerprints from an electrical meter. hoping to find a suspect in a broad daylight burglary with high-risk, high-voltage consequences. it happened at a home at 35th and quebec streets northwest. first came a blackout, then came a boom, downstairs came the homeowner, off went the suspect. broad daylight? >> yeah. >> reporter: home working on your book? >> unusual in this neighborhood. but that's the times we live in. >> reporter: the victim, allen, a noted professor and author of book reviewer for npr. he was writing upstairs in his cleveland park home when all of a sudden it happened. >> the power went off. i heard this huge bang which i took to be some type of electrical explosion. i came running downstairs. the door had been i thought blown off at the time. >> reporter: he finds his electric meter on his front porch. the door to his house off the hinge

. >> reporter: doreen, this entire community is in shock. filled with a sense of sadness and loss. for more than 24 hours, as police kept going in and out of the house on point rider lane in herndon, neighbors wanted anxiously to hear news of how the four people in the home died. police now believe 57-year-old albert peterson shot his wife, kathy, his sons matthew, 15, and christopher, 13, before turning the gun on himself. some neighbors placed flowers near the home. >> i didn't believe it. i was like, are you kidding? and they're like, no, up there at the petersons' house. i said, it's not the petersons', right? they said, no, it's the petersons'. i'm like, really? they were the nicest people. >> reporter: the family had lived in the house for 28 years. they were the original homeowners. >> these guys are nice people. you know, they were always sitting out there, always waving to everybody, always having a good time, grilling. i didn't really talk to them much, but every time i walked up there, they were saying, how are you doing, how is your day going. >> reporter: at westfield

>> reporter: doreen, the birth of a panda is very rare. now, everyone wants to get a good look at it, but so far not even zoo keepers or veterinarians have had a chance to check it out. they want to wait and give the mother panda time to bond with the new cub. but the two are being watched through a live feed. the first video of a panda and her new cub is appropriately in black and white. but the zoo's newest resident appears camera-shy. >> you can't really see it. >> reporter: meiiang last gave birth in 2005. she had several pseudopregnancies since. they performed artificial insemination twice. the procedure took. now the maternal instincts have kicked in. >> she's obviously tired and wants to fall asleep. she will put her head down and as soon as that cub squawks, she wakes right up and cuddles him even closer. >> reporter: no one has seen the cub up close yet. but the camera has provided a few glimpses of the pink and hairless new addition. >> probably foun ounces at this point. wiggling a lot. very active, very vocal. no markings yet.

i'm joined by doreen mowing guevara.ways look at the market hovering not too far off the unchanged line. you talk about fed stimulus and open-ended bond buying, what do you make of it all? >> it signals to me the fed thinks we'll be in for a very long time very slow growth. i think that in itself is very frightening. i will take the negative side. the market loved it but they know they will be there. i don't love it because i don't really want them to have to be there, right? >> it is always a double-edged sword. why the fed has to do that ultimately because the economy is not growing and it's terrible. let's talk about what we've been seeing as far as fund flows. that is something you are watching. talking about money flowing out of equity and into funds, what do you think? >> recently we saw a lot of funds flying out equities, single stock equities into etfs. obviously equity related, most of them. i think we're seeing now that, well, i think it is, because it was really meant to make people more flexible shorter term,
