is peckive the actions are less effective when you have acting people or vacancies in those positions how that will work on the immigration front, i don't know. mark and doris, i'm sure know better than i. but that's a complicating factor. as a more general matter, you can take executive action through regulations, through executive orders and the like. executive orders do tend to stick around a little bit longer because it's -- it's still a relatively burdensome process to undo one. you don't just pass an executive order saying "never mind." but it's not the same as legislation and as mark suggested, really, while there are many avenues for executive action and have cumulatively put them together, it's pretty potent. it's not the same as comprehensive reform. legislators don't like it, but if there's no other alternative the legislators who support the policy are going to be happy with it, and what's always true is that in some cases is that legislators secretly do like it because they don't have to take it t responsibility and they can take pot shots afterwards. let me make a comment on what follows some on what simon said. there is a better than even cha
