governor douglas, beginning with you, how bleak a picture is it out there? are some state doesing okay and others really in trouble? or is it fairly consistent? >> well there is some variation among the states. we of course are coming out of the great recession. the longest and deepest of our lifetime. and it's going to take some heavy lifting on the part of states and the federal government to get us through back on the path to prosperity. some states like vermont have a balanced budget. we actually reduced taxes this year but other states are facing some real budget shortfalls. governors have been making tough decisions, reducing spending in many areas, in some case pros posing tax increases, depleting reserves in some states, borrowing more. but there's still going to be some heavy lifting until we get back where we need to be. >> warner: governor rendell, how does it look where you sit. >> well, pennsylvania has done very well compared to most big states and we've seen some real signs of the recovery starting to happen in the last three month, the last q

my name is douglas shepard and i have lived in san francisco for 15 years. i would like to speak in support of this. i think it is something that is noteworthy and i would like to make a suggestion that four students who are kind of close to dropping out of school, i think that this sort of program should be offered in writing to the parents of students and that the school should get a written reply as to whether that student is going to accept the help or reject it. something like this, rather than simply being suggested, should be done in writing in order to basically make the student and parents aware that they need to use the process. i would also like to pose two questions to the department public library. the first is if they have ever investigated allegations made by a public comment her that comes up to make presentations on video regarding friends of the library. i have always wondered if these allegations are true or false and i think that they should be publicly taking care of. i would also like to pose a question to the public library about wheth

to my good friend jim douglas from vermont. he is a man of enormous integrity and honesty, characteristics that run deep in new england. he also has another new england trait of being frugal. not cheap but frugal. he is the only state that does not have the balanced budget amendment but operates as if he does and i think that speaks volumes. he is tight with the state's money and generous in his heart and i think all of you have found him to be a tremendous leader, a great friend, and an easy conversation this. jim has a way about him that i think is refreshing. he has maintained a focus on helping states to change the health care delivery system to both increase the quality of care as well as to make the entire system more cost- effective. and i think he has led by example and what they have been able to do and vermont. we are appreciative of that. throughout the national health care debate, democrat, republican governors have struggled to find common ground. the discussions we had were often contentious. i do not know of any
