there will be an open space be on top of the existing downtown space fee and transportation fee. project south exceeding certain densities, would opt into in order to take advantage of the densities. the plan proposes a rate of 0.55% of annual assessed value, which we anticipate would raise upwards of $420 million over several decades. all told, looking at $590 million of net new at public revenues for public infrastructure over the resources we have today. questions about the rate and the potential impact on the feasibility and on building. there -- all of the research shows and anecdotal evidence shows we should strive to keep property tax rates under 2%. that is the magic number of what can be tolerated. the current general tax rate that applies is 1.15% give or take every year. including the 0.55% raise that would bring the tax burden in the plant area to 1.7%. still substantially under the theoretical 2% cap. melarose is a common use in redevelopment areas. the proposed rate at the new treasure island development project would bring the total package to 1.8 percent signed. t

it has manifested downtown. the job picture is on the rise, i'm sure you've all seen the news of the past couple of years. in doing this analysis, we parsed the numbers for there to see how much of those jobs would tend to be downtown. that would be a subset of the total picture. in a smart growth scenario, we would estimate over 20 million square feet of office space would be needed in the broader downtown area to accommodate the growth that is projected. again, only 12% of the city's land even allows office space at all. in much of those areas, office space does compete with other uses. as opposed to 80% of the city, which is zoned for housing. we currently have a small share of the city to work with in order to accommodate these regional projections. even within that, looking at the area where we do allow jobs in the downtown, south of markets, we have an increasingly constrained potential development sites remaining. the transbay district being one of the largest concentrations of development space in the ar

we see that we want jobs downtown. we say what housing downtown and parking downtown. residential uses an office uses count against your f.a.r. limit, but not parking. one thing you could do is to build some other f.a.r. exemptions in. that could be affordable housing. you could give it back to the project sponsors in terms of everyone is entitled to the parking. you can begin to incentivize the things you want to see. there is no good policy reason for exempting parking from f.a.r. indeed c-3 districts and we would ask you to limit it. -- in the c-3 districts and rescue to limit it. there's four hundred times more parking than is permitted in the c-3 by right, 100 times for a parking ban is permitted in the old district by right. those redevelopment controls can be amended legislatively. we would ask that you would make the amount of amended residential parking consistent. pick a number and make it consistent. and there is a serious issue about our -- barred capacity, particularly in the embarcadero area. we really need to deal with this as a city. it's going to hampe
