so we're in batavia, which is about 40 miles east of downtown buffalo. there's been so much snow here that just as the residents began digging out earlier today, the snow started up all again. in western new york it's deja vu all over again as heavy snow continued to pound the region overnight. the paralyzing lake-effect system dumped close to 6 feet of snow yesterday trapping many people inside their homes and cars. bethany went into labor and was stranded while trying to get to the hospital. desperate fehr help, her husband jared ran to a buffalo fire lieutenant who then recruited a nurse to help deliver the baby right there in the firehouse. >> they helped me get in the right position, and two pushes and out she came. >> reporter: about 140 miles of the new york state throughway leading to buffalo remains closed in both directions. governor andrew cuomo declared a state of emergency. national guard troops were even deployed to help but some drivers remain angry. >> the troopers do their job. the d.o.t., they need to improve on their plan of attack for

the good news for downtown buffalo, the winds are starting to shift from the northwest. can see these lines. that's kind of pulling in the general direction of the wind. the big lake effect snow bands are starting to move south of the city. you're still seeing some areas with an incredibly heavy amount of snowfall. so there is the threat of dangerous driving conditions. near zero visibility. also thunder and lightning. some of these storms very convective. something to watch out for. and on top of that you have such a tremendous amount of snow to get rid of. right now at least ten deaths have been reported. nearly half of them due to cardiac arrest, people trying to shovel out of their homes. 191 centimeters reported there in lancaster. actually, one location i see unconfirmed at this point, maybe over 200 centimeters. that's well over my head, by the way. just kind of put that into perspective. and then as we look at all that snow has to go somewhere eventually. take a look at this. this is your snow to water equivalent. some areas have upwards of 25 to 30 centimeters o

thvrs the view from downtown buffalo just yesterday. you can see the clouds moving over lake erie and now let's show you what was left behind. jennifer gray has been climbing snow mounds all day. jennifer, what's the story where you are? >> reporter: you know, jake, martin was talking about moving this snow out. these bulldozers have been pushing the snow on to the corners of streets and then putting it into big dump trucks and taking it off and when you push that snow, 40, 50, 60 inches of snow into the corner of a street, this is what you get. we are standing on top of a mound that is probably 13 feet high and you have these all over the city. the problem now is, though, it's a race against time. we only have about 45 minutes of daylight left and the snow has just started to come down again in the last hour. this isn't even the main event. the lake-effect snow will set up later tonight and it will run through friday morning. we could possibly see two to three additional feet of snow and so that is going to mean even bigger problems fo

it shows the wall of snow closing in on downtown buffalo. so far there have been five-storm related deaths. one was trying to push a car out of a drift, two shoveling snow, a man found in his car buried in snow. mike bettis reports from near buffalo, new york. >> reporter: it's a day of digging out after report-setting snow here in western new york. here in hamburg digging out riffly 40 inches of snow. it all fell in a 24-hour period. we're seeing the two big trucks behind us. two big semis. these are production trucks for the patriots lions game. they need get to foxborough, massachusetts. they have a long way to go. so many people stranded at hotels because they had no place to go and they left their vehicles abandoned on the side of the roadways. i'm going to show you the little mashers right here. can you see these? it's a little device, little pole they stick into the ground right at the curb. these are 4-feet high. look how much is left. about 8 inches or so. everyone is buried. and buried may be an understatement. check out the vehicl

this is a web cam of downtown buffalo. notice it's not even getting any snow on tuesday and wednesday. it's just to the south that was hardest hit. so really, that wind direction is so critical and makes the job as meteorologist very, very difficult. let's put it into perspective. five september meter snowfall totals. very, very impressive stuff. nonetheless, all the ingredients were there for the perfect winter storm. warm lake waters on lake erie, cool wind rushing over the top of it. and just to make matters worse, this has been some of the coldest temperatures since 1976 across much of north america. take a look at some of these aerial visuals coming out of the region. people getting stuck in their cars. only onele road to get around. obviously very difficult for emergency personnel as well. >> yeah, and it's not just buffalo you have to think about. also freezing temperatures in hawaii, also florida as well. >> 50 u.s. states. >> and when it melt, there's going to be a lot of water. >> we're going to see a warm-up int

this is downtown buffalo. they didn't get much snow. a couple inches. that's the lake. the lake giving up its moisture and all of that snow falling on the south side of buffalo. we call it south towns. you go from four miles north right to where i lived from two inches here to 65 inches in seven miles. or the other way from buffalo to lancaster, from 6 ppt 5 inches at the airport to 63 inches of snow. the lake gives up its moisture. the cold air picks it up and shoves it on the land and then the snow falls out. what the big story is for the next storm is will the wind come in from the west-southwest and blow that snow to dunkirk or blow the same way from southwest and blow the next batch of lake effect right back into buffalo proper. here's what the future weather looks like. snow going away today coming back tonight and then the bands of lake-effect snow, this is tomorrow afternoon 1:30 through buffalo and through hamburg and it doesn't get over yet. let me tell you what these people are dealing with. if you have one square foot of snow to shovel, if you have 60 inches

our hotel is in new york just to the south of the downtown buffalo area. stranded out here in new york. many other people stranded as well. trucks have been part out here. just to the north out here about 40 inches of snow picked up. this area hit hard by significant lin lake effect snow storm. the truck drivers don't think they can get home heading into today even though the sun is out. conditions have improved, there are too many abandoned cars on the highways and part of it is still closed, martha. martha: and things could get worse, we are learning. >> that is right. as we head into its night and tomorrow, another one or 2 feet of snow locally possibly even higher occurring. more of the same we saw over the last several days possible thunder and lightning, wind gust over 40 miles per hour. it is very cold and parts of western new york. the threat of hypothermia but people stuck in their vehicles and people who have had to walk to their homes because they cannot get through the roadway. very big concern for people in western new york and again we mentio

here's downtown buffalo. if you remember the auditorium would have been here and that snow will be 2 miles south of there. if you take a look at cheekt cheektowaga, 65 inches and from the airport, you get 63 inches of snow compared to just six. we call it lake-enhanced snow, lake-effect and it's the lake enhancing the snow coming. so what's coming now? well, a southwest wind will drive it right back into buffalo. a typical lake effect, west-southwest drives it into cha tag what and this is the problem with this storm. another band of snow could go directly toward buffalo on top of what they're trying to dig out from right now, wolf. >> what an awful situation, chad myers, thanks for that report. so how are the emergency services holding up against this historic snowfall? let's get an update from the mayor of buffalo. byron brown is joining us on the phone right now. mayor, thanks very much for joining us. how are you guys over there doing? >> good to be with you, wolf. well, as you reported, a lot of snow and

the power of the storm captured by a photographer in downtown buffalo as a wall of snow hit lake eerianded, and troopers delivered supplies to motorists. by the end of the week, they could have six feet or more in some areas of upstate new york city. at least five deaths already blamed on the snow. >> okay. we are following three other big stories this morning, the senate fails to pass the pipeline, falling one vote short. . also, central banks on a center state, the breaking overnight, the bank of japan keeping monetary policy steady. here the at home, we'll get minutes from last month's fed meetings, and, also, housing in focus, mortgage applications jumping unexpectedly in the latest week at 8:30 eastern, housing starts, and those hit the tape and where those land, and we have knnews now. >> shares of target trading higher, adjusted number of 54 cents a share. that's above, well above what the estimate was. the estimate was 47 cents. revenue above consensus, increase better than expected, 1 1.2%. target says any future expenses related to last year's data breach are not expected to

but it's really that zone just to the south of the buffalo downtown area that's really looking at at two feet of snow. you're also going to be looking at strong wind gusts over 30 miles per hour, that's what produces those whiteout conditions. and now looking forward over the next several days, we have another bit of a concern because we have so much snow on the ground out there, obviously, crews will be clearing that over the next few days, but over the weekend we could be looking at a round of rain, some showers moving in, and that's going to make that snow very heavy, and temperatures will also be climbing. so by monday take a look at that high temperature in buffalo, 58 degrees. a lot of that snow is going to be melting, we could be looking at some localized flooding issues across the buffalo area and also potentially some roof collapses because the weight of that snow melting over roofs in combination with areas of rain moving in, that's going to be a big concern. we'll keep an eye on it but, again, that snow continuing throughout the day today. bill: it's not just the snow, it'

buffalo. this perspective shows you the camera in downtown looking south of town showing you where all of thenow was coming down. so picture what we're trying to see here. when you try to remove this much snowfall, of course, you take a one-car driveway in any given neighborhood of about a foot or 30 centimeters of snow on the ground, weighing about a ton. so you have the two-car driveway, two tons, you increase it to five feet, what some of the areas are seeing. you have ten tons of snow on your driveway. if you have a two-car spot on the driveway. this is why it is an incredible scenario playing out here. we have had increased heart rate trying to shovel that much weight in a short time period will increase your heart rate leading to the scenarios we see here. the winds were a southwesterly component, the west/southwest component is the one here shaping up to see in the next 12 hours or so which makes thursday very dangerous in the next couple of hours. that is certainly something we're following. we're also following weather across eastern europe. tremendous rainfall causing flash flooding
