. >>> it's already flooding in downtown novato.g the elements there. >> reporter: the people here say they have not seen the water this deep here in novato since the mid-'90s. it doesn't look that bad when you look at the middle there. down the intersection, things get nasty. we were parked down there but the water was coming above our tires we had to move our live van to a safer location. you can see the sandbags in front of the coffee shop, that's going to be key as the water continues to rise. it's been raining nonstop since about 3:00 a.m. the city of novato says it's given out an unprecedented number of sandbags over the past 36 hours as people were prepping for the storm they gave out about 4,000 sandbags they ran out of sand for a little while, they now have more, but hopefully you're prepared at this point. you can see how deep the water is getting. you can see it on this block and one block up, the main drag here in downtown novato, you would have no idea how shady things are getting in some of the other neighborhoods. tha

we just moved to this spot in downtown novato. you can see from my boots here we're standing in about 5 inches of water. and this is the sidewalk. alongside me here is the roadway. crews have put up signs warning motorists that the road is flooded. but some cars still have been traveling through this roadway. obviously, pretty dangerous depending on how low your car is. that's a hardware store behind me. this is expected to continue over the next several hours. we are going to see a lot more flooding where this came from. not only in downtown but another isolated spot. i did speak to one of the people who commuted this morning. she came here to novato from american canyon, she says is normally takes her 30 minutes and today took her 45. >> a lot of water on the side so you need to be very careful with it, while you're driving. and everybody was running slow. so i'm glad for it. >> reporter: it does seem like there are fewer people on the road because all the schools are closed. it's just the sort of pop-up spots that we're going t

you can't see some of the streets in downtown novato, just the floodwater that's covering them. city workers did try to play catch-up unclogging storm drains filled with leaves and debris. this hardware store couldn't open this morning because of all the standing water in the parking lot. so the workers spent the day pumping out water and, of course, cleaning up the store. kpix 5's joe vazquez live right now along the napa river, where people had been put on notice but, joe, some good news tonight? >> reporter: there is, actually. take a look behind me. this is the napa river in saint helena. it is still raining as it has been for some time. right now the river is dangerously close to overflowing its banks. but it is still within its banks. now, this is wine country. they have been starving for rain. and they got it. a lot of rain over several hours in the early-morning hours and continued at a moderate pace throughout the day. the projection was that the napa river would overflow but this afternoon, a major change. the national weather service parred back the projections and no
