deborah villalon is live in downtown oakland.d isn't it deb. >> reporter: there sure is. just when you thought this labor saga couldn't get any stranger it has. and there were all kinds of signals today that there was conciliatory movement on both sides. and then 10:00 tonight, boom it's collapse. state legislators came out. they were furious at b.a.r.t. for putting down a best last final offer. they want that offer taken off the table. they know the unions will not accept it. we have heard though from b.a.r.t.'s general manager she said this is it. the bay kwraáeur -- area is tired of this and it's time to make a decision. they said this offer will stand for two weeks for the unions to look it over. and after that a contract maybe imposed on them. she wants them to take it to their members. but from b.a.r.t.'s unions we heard this is a regressive offer. it's less than one they got two weeks ago and they know their members will not accept it. while they will not go on strike tomorrow. tuesday will remain a real possibility. the d

strong police presence here in downtown oakland. you can spot police officers almost at every street corner. but the focus is right here outside of the oakland marriott hotel. that is where you'll have several thousand law enforcement officers today checking in for the three day urban shield convention outside, as you can see, a small group of occupy protesters are demonstrating. so far it's been peaceful. now, some video we shot earlier of the 40 or so protesters happened out here all day long. they were urban shield promotes police brutality. about 5,000 public safety officers at the bay and around the world will participate in field exercises that weekend. occupy proteasers say those same tactics were used against them in previous clashes with police. there are concerns about vandalism. that's why so many officers are out here in downtown oakland. unlike previous protest where officers were told to stay back, even if they see people smash windows or set fire, oakland police say this time they'll move in immediately. >> any type of

from tom we turn to caltrans headquarters in downtown oakland. any progress? >> well, i wish i could say the deal is done, it's not. i just learned that the general manager went into a meeting after a long talk with bethune unit that -- both union they are telling me that bart has yet to put a new offer on the table. the union members feel so far the talks have been positive. grace did join part's negotiation team at 10:00 this morning. they had two face-to-face meetings with the union. the offer of a 10.25 pay increase over four years was rejected. grace mostly listened today as the union said the reasons behind their contract. maybe she's heard a lot and she is guarded. we're asking for this and we're happy she sees us face-to-face. >> people are talking. the elected leaders are facilitating. we still of a long day ahead i believe. the elements are here together that are needed for the parties to come together. bottom line. not a lot of hard numbers going back and forth. state law makers said one of the things they are trying to cultivate are better goodwill
