no major delay after you get past downtown oakland.ing to the bay bridge toll plaza, it's improved a little bit. about a 15, 20-minute drive time into san francisco. the time 8:02. back to the desk. >>> all right. thank you, sal. the city of antioch is on edge after 14 people were shot over a two-week period. it's the latest violence happening yesterday when two men were shot at an apartment complex off delta fair boulevard. one of them died. alex savidge is in antioch where city leaders are promising some changes. so alex, what are their plans? >> well, tori, good morning to you. police are planning to increase patrols in key areas of the city. they are hoping that will make a difference. the move comes after a string of shootings. at least 14 people have been shot in the past two weeks. as you mentioned, the latest crime scene. it was just across the street from us here at these apartments on delta fair boulevard just off summersville road. this is where a 23-year-old man was shot to death yesterday afternoon. a second man, 28 years

a five-minute drive time from downtown oakland to hagen berger. and in the eastbound, 580 a mess through the livermore valley. it's expected slow traffic. southbound 680 near bernell is slow. on the peninsula 101 good from san mateo to sunnyvale. >>> now to breaking news out of san jose. right now fire crews are battling a small grassfire near the loss lagos grassfire. it is the third to break out in that area in the last 11 days. janine de la vega just arrived on the scene. >> reporter: this crew just came back from fighting that fire. you are looking at the back side of the los lagos golf course. it took firefighters quite a while to find this because, as you can see, there is no smoke. it's quite a hike down there. there is homeless encampments down there. you can't see any smoke any more. here is video taken in the last hour of the smoke in the air coming up from the golf course. we are told that it was a small grassfire about 50 by 30 feet. there is a lot of poison oak down there. so it was a challenge, like i said, and a hike for these firef

this whole thing happened just this morning on interstate 880 near 23rd avenue, just south of downtown oakland chase after receiving reports of a reckless driver hitting several cars. >>> abc 7 news reporter nick smith is live in oakland with the story. >> reporter: dan, cheryl, good afternoon. new information we now know from chp that that suspect will undergo a psychiatric evaluation. 23 calls to 911, at least five cars were hit turning parts of 880 into a virtual bumper cars. our cameras were there. in video you will see only from sky 7 hd, take a look. this is how chp took down rafi. an eyewitness described the moments before the crash and cars moving in. guns drawn. >> chp drove in front of him and stopped him from moving any farther. and then jumped out with his gun. smashing the window, they drug the guy out. >> we determined he was under the influence. >> reporter: chp had to get control with a taser to get control of rafi, the owner of the blue toyota. they say he didn't stop when they started their sirens. police say his reign of terror on the freeway started several miles earlier. >
