crews are working to repair the closed transbay transit center in downtown san francisco.. (ken) and we are learning of a new street closure... making it harder for drivers to get around the already congested streets. kron 4's dan kerman is live in downtown san francisco with more...may never know what cracked that 36th floor window, but experts for the millennium tower association and the city agree it was "due to an exterior impact.... (and) unrelated to building movement and settlement." still the the city required the millennium tower association to "maintain the protective pedestrian scaffolding along mission street and fremont street until the exterior cracked glazing panel ... is replaced as a precaution to ensure public safety."but the homeowners association went ahead and removed the scaffolding on fremont street anyway. the hoa calls it a miscommunication, but the city says the hoa acknowledges their mistake in taking down scaffolding without permission from the city." following a meeting with the city friday afternoon, the hoa has agreed to "visually inspecting the windows of the millenium tower along fremont street next week." city officials say so long as the hoa provides the city with an engineer's inspection report next week with a finding that all

wednesday.that means drivers will continue to suffer in the heavy traffic that's been backing up downtown san francisco for weeks.the transbay joint power authority announced this delay in re- opening fremont street saying they've completed the shoring on the ground level of fremont street, but the installation of a four story shoring system won't be finished until next week.there is also a shoring system in place in the transit center on first street even though no cracks were found there.officials want to make sure the shoring system supporting the bus deck is strong and secure before allowing pedestrains and vehicles through fremont at missions and howard streets. once that is done, engineers can safely go into the bus deck and inspect the cracked beams to determine the cause, which they hope to do by november. then more permanent repairs will be drawn up and constructed to fix the 2.2 billion dollar transit center. buses continue to run out of the temporary transbay center and traffic here on fremont has just continued to be extremely backed up even up until the lunch hour as people navigate throug
