years, there has been a very creative effort to move the fbi headquarters out of its downtowned building in washington, d.c., and move the headquarters to a location either in virginia or maryland. i have been a strong advocate of the virginia location, but the fact is that whether they were to move to virginia or maryland, the one thing that is absolutely ther is that this building, hoover building that was built during the time of president lyndon johnson and the beatles were still at the top of the charts, it is showing its age, and the 10,000 plus fbi employees who work in the building are not being well served without getting access to a new headquarters. the fact that congress has appropriated more than $900 million to move the process and it was a process strongly supported by fbi the men comey, to give and women who work in the building a new, modern facility. it is extraordinarily strange to me that this administration would, with virtually no explanation, and before we have a new fbi director and place, -- director in place, would bring this multiyear process to a halt, is very concerning. m

downtown d.c. >> megan mcgrath is live in northwest washington with what you need to know about the timing of this march. megan, good morning. >> rte guys. yeah, it's going to be a very busy day. the march is actually happening this morning in fairfax county at the national rifle association headquarters. then the protesters, they're going to march here to the department much justice on pennsylvania avenue and that is going to happen in the middle of the day. so we are expecting a large crowd. they're going to be winding their way, 18 miles, from fairfax county through the streets of washington down here to pennsylvania avenue. so expect delays. we caught up with one of the protesters yesterday. she's making signs, rather, for the march. so a lot of activity there. let's take a specific look here at the timeline. 9:00 a.m. is when folks will gather at the nra headquarters in fairfax county. 10:00 is when the rally begins. at noon the march begins. folks will make the 18-mile trek to the department of justice. expect traffic delays from georgetown to the department of justice on pennsylvania avenue

i could tell you about the washington beltway having to be closed downtown baltimore, having to have detours because of water main breaks. that's all since i've been in the senate. we have major, major problem. i could also tell you one day, mr. chairman, finding out from the public works in baltimore that they discovered a pipe that was still being used that was made out of wood. so we've got some really old systems in maryland that need attention. and of course one of the great challenges of infrastructure it's hidden until there's a break. and of course we're wasting so much water every day, so much energy every day. and there are public health risks about safe drinking water and the manner in which we deal with this. so, yes, we have existing tools resolving funds, the initiative that the chairman has taken the leadership on for additional ways we can do with the planning. all these are important programs. we've also joined together as a sense of congress to try to increase the amount of monies that are made available under these tools. we recognize the budgets are tough, but we
