i was talking to governor down regent alice talking to governor doyle. more people are seeking help from the state. we have a lot of pressure on our budget. i have already promised that reform cannot add to our deficit over the next 10 years. to make that happen, we have already identified hundreds of billions of dollars worth of savings in our budget, savings that will come from steps like reducing medicare and payments to insurance companies. i will be outlining hundreds of billions of dollars more in savings in the days to come. even with these savings, reform will require some additional up- front resources. that is why i have proposed that we scale back how much the highest income americans can deduct on their taxes, take it back to the rate that existed under the reagan years. we could use some of that money to help finance health-care reform.
