jessica doyle is live from old town with more.et this morning. >> that's right. we are hanging in there. the washington area is hanging in there. i'm at the corner of king street and union street and the do not enter barricade is in place. the concern is that the area will flood again this afternoon. that's why some people are picking up sandbags we spoke to a lady where the sandbags are available and this is what she had to say. >> we have flooding in the backyard. it already raised up four inches and that was just this morning. and now we have a couple of inches to go and it's going to come in the house. >> reporter: we want to give you a sense of what that flooding looks like. we have pictures from yesterday afternoon when the potomac jumped the bank at high tide around 1:20 yesterday. you are going to see the area flooded out. you'll see shots of the barricade netting in the water. right 50-yards from where i am is where the waterfront is you will see a bench that is almost completely submerged in the water that came this way.

i am joined by the bbc cost international development correspondent, mark doyle. this is an extremely troubling report coming given that we were both there 10 months ago in haiti. you think even now is in such a stage. >> yes, there are a lot of humanitarian stories in this report, which are absolutely terrible. talk of an increase in domestic violence, an increase in rates, the lack of privacy people have in these camps, is camps that were put up after the buildings fell down. it is criticizing the united nations very clearly and saying that united nations human rights commission, which was responsible for issues of protections of these camps, looking at the women's rights and the rights of homeless people, is a dysfunctional organization and does not have the experience how to run and manage these camps. so there is very clear criticism of the united nations commission for human rights from this independent agency. >> doesn't it make the problem -- not to make the problems seem less than it is, but was in haiti a dysfunctional country in many ways anyway, and th

in jim doyle, but what about -- how do you explain the fact incumbent senator like russ feingold is trailing badly in wisconsin? >> you've got russ feingold won three times, trailing badly. and the mayor of milwaukee, tom ferris trailing mr. walker. i think one of the things happening wisconsin, paul, is that foreign policy is having effect. wisconsin is part of scandinavian american settled in large parts by germans and norwegians and swedes. it's been the most isolationist part of the country. 30 members the house voting against declaration of war from upper mid west. i think a lot of those voters voted for barack obama in 2008 and thought he would withdraw from iraq, taking troops out of afghanistan, close guantanamo bay. and you know, make loving, cooing noise was mahmoud ahmadinejad and so forth. it hasn't turned out that way. i think voters are either dropping out or voting on other issues where they're more inclined to support republican autos what about the theory i've heard that hillary -- president obama and democrats this time are doing, you know worse in those parts of the countr

jessica doyle is here with the headlines. good morning, jessica. >> good morning, everybody. investors are smiling after the best september in 71 years. stocks headed in a positive direction. in overnight trading, asian stocks rallied today, as well. checking wall street, the dow stands at 10829. it added 41 points on friday. the nasdaq was up by two and the s&p up by five. >>> later today, we're going to see an update on home sales. on friday the government releases the september unemployment figures. economists expect the jobless rate to edge up 9.7%. >>> will this year's holiday shopping season give retailers a boost they expect an increase from 2.5 to 3% from last year and staffing up to handle the crowds. stores may add as many as 650,000 jobs over the peak shopping season. that would be a significant boost from last year but below this hiring levels seen before the recession. >>> our time is 42. >>> the first health alert of the morning is next. we all know that american children love junk food but a report shows how much junk food they are eating every day. >>> it may
