norbert doyle, who is vha's chief procurement and logistics officer. va's prosthetics and sensory aid service is the largest and most comprehensive provider of prosthetic devices and sensory aids in the world, offering a full range of equipment and services. all enrolled veterans may receive any prosthetic item prescribed by a va clinician without regard to service connection when it is determined to promote, preserve or restore the health of the individual and is in accord with generally accepted standards of medical practice. i will briefly summarize the major initiatives under way to improve the quality and availability of amputation care. these fall under five general headings, staffing and community partnerships, accreditation of va laboratories, improved training for va staff, greater research into amputation and clinical issues, and collaborations with the department of defense. first, va's prosthetic and sensory aid service has a robust clinical staff of prosthetists as more than 75 locations and also partners with the private sector to provide

norbert doyle, who is vha's chief procurement logistics officer today. we were anticipating some of these questions, and he's available to provide more information about the change and what's happening. >> just if you would, before you start, so does that mean heretofore, the va was not compliant, if that's the basis of your change that compliance was an issue, maybe you could make that clear to us. >> yes, ma'am. thank you, dr. beck. ma'am, yes, the impetus was to include contracting to bring vha and all the other va contracting organizations in better alignment with the federal acquisition regulations. we also, it's my understanding the department recognized several years ago actually that they were weak in certain areas, in contract administration and awarding of contracts, and this was also to bring it in house to ensure proper stewardship of the government dollars. in reference your question did we talk with veteran service organizations, actually, i don't believe we did before we started the process. however, last week, and i'm happy to meet with a

michael doyle, the supreme court correspondent. were there indications during oral argument of the direction the chief justice would be going? >> not to me. the decision to base the upholding of the individual mandate on the taxing provision was not heavily discussed at oral argument. two hours of argument on the mandate essentially and most of the focus was on the commerce clause and its lack of power. >> have you had time to spend time with the decisions? >> i have. it's about an inch thick. i looked through it as best i can in speed reading mode. >> what stands out to you? >> well, one was the way that chief justice roberts thread the needle here. he upheld the law in the most conservative way possible. the four liberal justices would have upheld individual mandate under the commerce clause which is expansive and justice roberts says that's going too far. you can't compel activity. however, he was able to find the power of congress to lay taxes and use that as justification to uphold the law. it kept the fairly conservative in t

supreme court reporter michael doyle is with mcclatchey newspaper and has been covering this from thethanks for being with us. >> my pleasure. >> how surprised were you that the deciding vote came from chief justice john roberts? most people expected justice kennedy would be the swing vote, but while he came down with the dissenting vote we saw roberts upholding the law? how surprised were you? >> i was surprised by the outcome. i personally thought the law, the individual mandate, would be struck down, but i always thought that justice roberts would be in the majority as chief justice on the highest profile case of his career on the court. there's just no way he would have allowed himself to be in the minority. so i was -- i did not expect the conclusion, but i did expect him to be in the winning side, whichever way it turned out. >> in your opinion what does it say about the chief's justice and what does it say about his legacy? >> he's an incredibly adroit man. he gave the president an obvious victory in upholding ated forrable care act, but i -- the affordable care auto, but he la

jessica doyle is watching your money and how you will be spending it on dad. >> are we in a generous mood this father's day? >> yes, dad, we are. that's right. deer old dad's day is sunday. consumers are expected to spend more on dad this year. a survey from the national retail federation finds americans will spend about $12.7 billion on the event. that averages out to be about $117 per person. and it's up 10% over last year. shoppers will spend about $2.3 billion on the special day with dad. we're talking about a round of golf, maybe a nice dinner, tickets to the ballgame perhaps. they're also going to spend $1.7 billion on apparel because you know how much dad loves the new ties he gets every year. $1.7 billion on electronics. gadgets of course always popular with dad and consumer reports says tablets and smartphones will be among the most popular father's day items. if you're a tech novice, some tims to keep in mind. >> before you go out to make your purchase, do your research. know would you want to buy. it's just too easy for stores to recommend something else that they say is j

jessica doyle is off today but we're still watching your money and we're watching your car, too. lexus is the highest quality car brand on the market. that's according to jd powers 2012 initial quality study which came out just recently. it's the second consecutive year at number one for lexus. the study finds lexus owners have the fewest problems within the first 90 days of getting their cars coming in second on the list is jaguar. that's followed by ford, cadillac, honda in fifth place. the first car brands on the lits are fiat and smartcar. one of the fastest rising type of complaints about new cars involve all the new technology. it's not older drivers doing the complaints but the younger ones. a jd powers spokesman says the problem isn't necessarily with the technology itself but with the expectations young people have with it. >> they compare the technology in the new vehicles with that on their smartphone, on their music devices, their tablets and pcs and what they're finding is the technology in their vehicles is maybe not as intuitive to use as it is in some of these oth
