prosecutors say surveillance video helped identify dozier. they say he's responsible for three sexual assaults. he's being held without bail and his next court appearance has been scheduled for july. late this morning a state lawmaker threw a wrench into the pg&e plan. allie rasmus is live with more. >> reporter: behind us is the headquarters for the p.u.c. in san francisco. they are the agency that fine pg&e for what happened with the san bruno pipeline disaster. the agency has not fined the utility yet. but if and when they do, they want the money to go toward rebilling the old pipelines. pg&e expects to pay anywhere from $2 million to $25 million. under california law, the money from those fines usually go into the state's general fund. but assemblyman hill filed a bill that would require the money from pg&e fines to repave the gas like systems in northern california. >> to me it's aren't the rate systems, the people within is the -- the people within the service area -- we're ones who have been the victims. >> we support the concept. we s
