commissioner ong hing, the dpa made the point, right? >> commissioner ong hing: well, they do have a response. so we are not -- what -- what i'm -- what i am recommending and what i understand the dpa's recommendation is is that we don't use tazers against people on this list. we make sure that it's clear that you don't use tazers against anyone on this list because of the potential harm to them, right? that's why we have this list here. we don't want tazers used if there's a reasonable knowledge that somebody's on this list. we downtown want them using it. and only when you have the need for deadly force do you pull it. but if -- she may be right. if you're in that circumstance, you may pull a gun, but this is a way of making sure that the tazer is not used against these -- these populations if it's reasonably known that the population -- that somebody falls into one of these populations. it's not -- it's not removing -- it's not removing the use of a less lethal force, it's -- it's making sure that it's not used against a vulnerable po

the dpa requests reinstate paragraph that was deleted. it stands on the 96a report citing in doing so it would be similar to the sheriff's department and lapds commission report. the department believes if you do appendix not all use of force which is what the code covers and once implemented would be included in the 96a report. so i think it summarizes up whether the summaries are to be included in 96a or not. but again, chief, correct me if i'm wrong on that one. >> commissioner turman: again, the 96a issue we believe is the redundancy. and the purpose of board is to continually review the training and policy and procedures stated in paragraph four in the draft policy. the 96a appendix deals with a lot of what's in 96a effective july 1st for the state collection standard. we believe not only is it redundant, there's a change in through requires changings -- changes in reporting and better served in reporting change like we're doing with 96a and we'd raernl have that not locked into the appendix. >> commissioner turman: common comments,

thank you for being here. . >> questions for the dpa director? all right. thank you, dpa director. next line item. >> item 2c commissioner's reports. >> i do have a report this evening, as you have read about, which i personally apologize, it is not in any way, shape or form my fault. the fact the san francisco police department, california department of justice and the mayor's office entered a memorandum of understanding. i want to be clear. i want each of you to understand there is only one body charged with oversight of the san francisco police department, and that is the san francisco police commission. that is the seven member body that sits here today. that in september, i believe it is, when the u.s. d.o.j. announced it would step out of the collaborative reform process that the department and commission voluntarily entered into for the purpose of analyzing best practices, training, tactic systems and offering recommendations to enhance the relationship between the department and the community, we began a cooperative partnership relationship when they stepped out of that arr

it is the view by certain organizations, the dpa, coalition on homelessness, bar association and aclu the preferred term should be weapon not device. their position is tasers use the term weapon. weapons convey more gravity a stronger sense of seriousness to the officers and public. the department's view is that the preferred term is device because the service's department uses it as does the ucsf, police department, bart and many other law enforcement departments use device. the city attorney advises it is to use the term device with consistency with other law enforcement agencies operating within the city. officers already have a sense of gravity and consequences for using anything provide them as a tool. so, that is the first issue. electronic control device, electronic control weapon. >> i think we should stick with the term device because it's consistent with what the sheriff's department is doing for litigation purposes. again, there's no need for to us recreate the wheel. i prefer we stay with the term device. all the other agencies participating are playing a game of semantics

next we'll hear from the dpa who's an active participant in these department of general orders review. >> thank you. good evening, vice president mazzucco, commissioners, chief scott, and members of the public. i'm just going to highlight a few of the projects that we've worked on in the next few months. in response to the do 1k3wrd's recommendations, we provided written amendations and made presentations to the sponsor working groups which involves a number of community stakeholders on bias and this was to expand the definition of bias consistent with the state law. we also suggested enhancing the department's current procedures on detentions so that officers not om would they provide their card when they stop an individual but it would have the officer's contact information as well as how to file a complaint or commendation. we've vachbsadvanced that recommendation. i know that's under review by the police department. another thing we've done during the last six months is we've made lots of recommendations regarding tazers and the tazer review board and have attended many meetings a
